Make in Maharashtra is an initiative started by Government of Maharashtra on sidelines of Make in India initiative by Government of India.[1]
Main objective of this government initiative is to create business friendly atmosphere in Maharashtra by increasing ease of doing business as much as possible. Main target is to increase the Foreign Direct Investment and Local Investment in the region to further increase the industrialization in Maharashtra.
Schindler's Jürgen Tinggren said during World Economic Forum at Davos in 2015 that "Ease of doing business in Maharashtra is as fast as China."[2]
The Maharashtra government is eyeing Rs 5 lakh crore(US$84bn) industrial investment across the state between 2014-2019 period as part of this initiative that is likely to generate around 2 million jobs.[3]
History
Maharashtra attracted maximum foreign inflows at USD 70.41 billion, about 30 per cent of total foreign direct investment (FDI) inflows in India during April 2000 - November 2014.[4] Maharashtra and the National Capital Region (NCR) have cornered 49 per cent of the total foreign direct investment inflows into the country since April 2000, according to Commerce and Industry Ministry data.[5]
Foreign investments are considered crucial for India, which needs around USD 1 trillion over five years (2012–17) to overhaul its infrastructure sector such as ports, airports and highways to boost growth.[6]
Profile of Maharashtra
- Maharashtra is the largest economy within India by GDP.[7][8]
- Market: Maharashtra has population 117,853,636(117 million-2014 estimate),[9] which is grossly double than United Kingdom and equal to Japan. Only 10 countries in the world have more population than Maharashtra.
- Maharashtra has area 3,07,717 km2, which is grossly equal to United Kingdom and Japan.
- Overall, in terms of population and area, Maharashtra is grossly equal to Japan which is 3rd largest economy in world in nominal terms.
- Mumbai is capital of Maharashtra state which is also financial and commercial capital of India. Bombay Stock Exchange is considered to be one of Asia’s fastest and oldest stock exchanges, and is among the ten largest exchanges of the world in terms of total market capitalisation of listed firms.[10]
- Headquarter of India's central bank Reserve Bank of India is in Mumbai.
- Maharashtra is the largest revenue generator state of India.[11]
Reforms
The Maharashtra government created a "e-platform" to monitor the movement of files related to setting up of new industries and investment in the state. Proposed interface will facilitate quick approval of applications for setting up industries in an effective and transparent manner.[12]
Those investing more than Rs.100 crores will have the facility of one window clearance under the 'MAITRI'(Maharashtra Industry, Trade & Investment Facilitation Cell) scheme, a set up of an Empowered Group of Secretaries of various key departments to give all the approvals required for new industries within 30 days.[13][14][15]

¤ Maharashtra Industry, Trade and Investment Facilitation Cell(MAITRI) is administered by the Industries Department & serves as a single point of contact for Government to Business(G2B) services offered across the business cycle for setting up a new industrial unit in the state. It will provide all the critical investment-related information.[16]
¤ MAITRI aims to promote investments, facilitate business partnerships & trade in Maharashtra & would function as a clearing house for all investment related information and assist investors.
¤ MAITRI will cater to industrial projects with an investment of Rs.100 crore and above.[17]
¤ It will provide 31 critical investment related clearances from 15 departments that are needed to set up an industry in Maharashtra.[18]
Response
Make in Maharashtra initiative got overwhelming response by business community.
Maharashtra Chief Minister Devendra Fadnavis successfully clinched many key investment and corporate deals with multinationals in World Economic Forum at Davos in 2015 which are expected to generate more than 20,000 jobs in the state.[19]
°Cognizant, among the leading software companies in the world, has chosen Pune to invest because of the best quality of workforce.[20]
°Microsoft is planning to set up two data centres, one each in Mumbai and Pune.[21]
°Schindler Group will invest in a second phase project at Talegaon, near Pune for manufacturing escalators.[22]
°General Electric will invest around Rs.3000 crore in Maharashtra as part of the ‘Make In India’ programme of the centre.[23]
°Australian paper manufacturing firm Visy Industries is keen to set up a paper recycling plant for which its officials would visit Mumbai.[24]
°Safran, a French MNC manufacturing aircraft, rocket engine and aerospace components, is planning to enter India, for which the Maharashtra government has offered land in Nagpur, in tune with the existing ecosystem in the region for this sector.[25]
°Toray International is planning to invest in technical fibres and polyester in Amravati-Nagpur region and help for an integrated textile park.[26]
°Volkswagen intends to make India and Maharashtra its global hub for manufacturing small segment cars, for which Fadnavis inaugurated its diesel engine manufacturing plant in Chakan, near Pune.[27]
° In a big boost to manufacturing in Maharashtra, Mars International India, a wholly owned subsidiary of leading global chocolate maker Mars,_Incorporated, is investing Rs 1,005 crore in a greenfield project to make chocolates at Khedcity, near Pune.[28] [29]
°Other major companies planning to set up operations in the state include Hilti Group, Diageo, Khimji Group, Credit Suisse, Nomura, JP Morgan, Nestle, Mitsui and Japan External Trade Organization(Jetro).[30]
°During his visit to Davos, Mr. Fadnavis held discussions with other important companies like Pepsico, Hyosung, L’Oreal, Novartis, Deutsche Bank.[31]
Demand for Inclusive Development
Though Maharashtra is most industrialized state in India still there is vast regional imbalance within Maharashtra. Most of industrial growth has been accumulated in Western Maharashtra and new investment projects are going to Vidarbha Region, so there is constant ignorance towards Marathwada Region.[32]
According to data of Marathwada Statutory Development Board, Marathwada has only 2% of total Foreign Direct Investment in Maharashtra, that too accumulated around Aurangabad.[33]
There has been constant demand by civil society of Marathwada to create new industrial corridor named Nanded Aurangabad Industrial Corridor which will connect to Delhi Mumbai Industrial Corridor. This new corridor will cover entire Marathwada and can act as driving force for entire Marathwada. Make In Maharashtra initiative can have enormous chances in Marathwada.
