Nova Scotia is the seventh-most populous of Canada's provinces and territories with 921,727 residents as of 2011 and is the second-smallest province in land area at approximately 52,939 km2 (20,440 sq mi).[1] Nova Scotia's 60 incorporated municipalities are either upper-tier counties, which contains or lower-tier towns or municipal districts, or single-tier regional municipalities. Nova Scotia's 45 single-tier or lower-tier municipalities cover only 49.9% of the territory's land mass, but are home to 79.1% of its population. Municipalities in Nova Scotia are incorporated under the Municipal Government Act.[2] This act gives municipal councils the power to make bylaws for “health, well being, safety and protection of persons” and “safety and protection of property” in addition to a few express powers.[3]

Upper-tier municipalities

Counties of Nova Scotia

Nova Scotia has two levels of municipal government with the exception of former counties of Cape Breton, Halifax and Queens which were contiguous with the current single-tier regional municipalities of Cape Breton, Halifax, and Queens. The 15 counties cover all territory in Nova Scotia apart from the three aforementioned regional municipalities, and contain all lower-tier municipalities.

Regional municipalities

Nova Scotia has three regional municipalities. The largest municipality by population is Halifax which is the capital of Nova Scotia. Halifax's 390,096 residents represent 42.32% of the total population of the province. Halifax is also the largest municipality by area with 5,490.28km².

Towns

A town is a type of municipality in the Canadian Province of Nova Scotia. Towns are incorporated by order by the Nova Scotia Utility and Review Board pursuant to sections 383 through 388 of Nova Scotia's Municipal Government Act.[4]

Nova Scotia had 31 towns at the time of the 2011 Census.[5] This total was reduced to 30 when Canso dissolved on July 1, 2012 to become part of the Municipality of the District of Guysborough.[6] In the 2011 Census, the remaining 30 towns had a cumulative population of 106,564 and an average population of 3,552. Nova Scotia's largest and smallest towns are Truro and Annapolis Royal with populations of 12,059 and 481 respectively.[5]

Former municipalities

Nova Scotia has three former cities, which were added to the regional municipalities in the 1990s: Halifax, was the capital city of Nova Scotia, but became part of the Halifax Regional Municipality, which remains Nova Scotia's capital, Dartmouth, was the second largest city in Nova Scotia, but became part of the Halifax Regional Municipality, and Sydney, was the smallest city in Nova Scotia and Cape Breton Island's largest settlement, but became part of the Cape Breton Regional Municipality.
