The following is a compilation of notable cases of police brutality in the United States involving local, state and federal law enforcement officers. All brutality must be called "alleged" unless the involved officers have been convicted in a criminal court.

Pennsylvania 1985-05-13 Philadelphia police officers N/A various Black [121][122][123] The PPD officers dropped explosives on a homemade wooden bunker built on the roof of the Osage Avenue house occupied by members of MOVE. The explosives ignited a massive fire that killed 11 occupants of the house and destroyed dozens of nearby houses, leaving over 250 people homeless.
Pennsylvania 1988 Philadelphia police officers Tracy McDaniel N/A Black [124] PPD officers allegedly beat Tracy McDaniel, who received an $850,000 lawsuit settlement over the assault.
Pennsylvania 1990 Philadelphia police officers David B. Hayes N/A N/A [124] PPD officers allegedly beat David B. Hayes with nightsticks, causing him permanent brain damage. Hayes received $500,000 to settle his lawsuit against the officers.
Pennsylvania 1988-09-26 Upper Darby police officers Gary Vinnacombe, Dennis Keegan, Paul Kelly and Richard Smythe, and Sgt. Peter Rorke A father and son N/A White [125][126][127][128][199] Five Upper Darby policemen were convicted in federal court of violating the civil rights of two residents, a father and son. Each of the officers was found guilty on several counts involving felonious assault, false arrest and malicious prosecution. The officers were sentenced to prison.
Pennsylvania 1994 Philadelphia police officers Gino Thompson N/A White [124] PPD officers allegedly recklessly drove an unrestrained Gino Thompson in their van, causing him to fall, which resulted in Thompson's spine being severed. Thompson sued and settled for $600,000.
Pennsylvania 1995 Six Philadelphia police officers 40 Black men various Black [132][200][201] Six PPD officers from the same district were convicted of assaulting, robbing and framing 40 black people. The 39th District corruption scandal attracted international attention.
Pennsylvania 1995-10-12 Brentwood police officers Milton Mulholland, Michael G. Albert, John Vojtas, Keith Henderson, and Patrolman Shawn Patterson Jonny Gammage 31 Black [133][134] Jonny Gammage died from suffocation while fighting with five police officers during a traffic stop in Brentwood, near Pittsburgh. Gammage's family received a $1.5 million lawsuit settlement over his death.
Pennsylvania 1996 Philadelphia police officers Anthony DiDonato N/A Latino [202] The PPD officers wrongfully beat mental patient Anthony DiDonato to death, according to the DiDonato family lawsuit which was settled for $1.1 million.
Pennsylvania 1997 Philadelphia police lieutenant George Holcombe Christopher Adams N/A Black [136] PPD Lt. Holcombe wrongfully and fatally shot Christopher Adams, according Adams family's lawsuit that was settled for $750,000.
Pennsylvania 2003 Philadelphia police officer Kenneth Fleming minister N/A N/A [138][203][204] PPD officer Fleming brutally assaulted and injured a minister, according to the minister's lawsuit which was settled for $750,000.
Pennsylvania 2003 Philadelphia police officer Walter Helinsky Ungerage girl 13 White [141][142][205] PPD officer Helinsky was convicted of sexually assaulting a 13-year-old girl multiple times, on certain occasions whilst on duty. He was sentenced to 13 years in state prison.
Pennsylvania 2006 Philadelphia police officers James Fallon and Timothy Carre Female stripper N/A White [206][207] A federal jury ordered the two former Philadelphia policemen to pay $8.3 million to a female stripper whom the two had (on November 14, 2003) pleaded guilty to sexually assaulting while on patrol duty in December 2002. Both officers had been fired over the incident. The stripper was one of nine women who had filed sex abuse-related complaints against the two officers.
Pennsylvania 2007 Philadelphia police officer Thomas Tolstoy Two women N/A Latina, Black [146][147][208] PPD officer Tolstoy sexually assaulted two women while he was on duty, according to the women's lawsuits which were settled for $227,500.
Pennsylvania 2007-09-08 Philadelphia police officer Thomas Ohm Reora Askew 38 N/A [209] PPD officer Ohm wrongfully and fatally shot mental patient five times, including twice in the back, according to the lawsuit of Askew's son, Marcus, which was settled for $500,000.[210]
Pennsylvania 2008 Philadelphia police officers Three black men N/A Black [150][152][211] Several PPD officers were videotaped beating three compliant black men during a traffic stop. The three men successfully sued the officers over the incident, settling out of court. The three men were arrested but subsequently acquitted by a jury.
Pennsylvania 2008 Philadelphia police officer Thomas Schaffling Man N/A N/A [153] PPD officer Schaffling assaulted and seriously injured a man, according to the man's lawsuit which was settled for $231,000.
Pennsylvania 2008-03-26 Philadelphia police officer Shamaya Allen-Bullock Ricky Howard N/A N/A [212] PPD officer Allen-Bullock fatally shot Howard while he was fighting off an armed robber, according to Howard's family's lawsuit that was settled for $460,000.
Pennsylvania 2010 Philadelphia police officer Malaika T. Mebane Female prisoner N/A N/A [213][214] PPD officer Mebane was convicted of charges related to the sexual assault of a female prisoner and sentenced to two to four years in state prison.
Pennsylvania 2010 Philadelphia police officer Eric Burke Dr. Anthony Abrams N/A White [157][158][159] PPD officer Burke officer assaulted and permanently damaged the Abram's eye socket and vision, according to Abrams' lawsuit which settled for $285,000.
Pennsylvania 2010-09-03 Philadelphia police officer Jimmy Leocal Askia Sabur N/A Black [160][161] PPD officer Leocal beat community activist Askia Sabur. Sabur received an $850,000 lawsuit settlement.
Pennsylvania 2011 Philadelphia police officers James McKenna N/A N/A [215] PPD officers recklessly drove an unrestrained James McKenna in their police van, severely injuring him in the process. The lawsuit was settled for $490,000.
Pennsylvania 2011 Philadelphia police officers Kahlif Snowden N/A Black [161][216] PPD officers brutally beat and tasered Kahlif Snowden, which caused debilitating injuries according to his father's lawsuit which was settled for $2.5 million.
Pennsylvania 2011 Philadelphia police officers Carmelo Winans N/A N/A .[164][165] PPD officers wrongfully killed mental patient Carmelo Winans, according to two of Winans family's lawsuits which were settled for over $400,000.

Pennsylvania 2012-08-09 Philadelphia police officer Cyrus Mann Hassan Pratt 28 N/A [218] PPD officer Mann wrongfully shot the unarmed Pratt three times in the torso, according to Pratt's lawsuit that was settled for $465,000.
Pennsylvania 2012 Philadelphia policewoman Thomas Hennelly N/A N/A [219] A female PPD officer wrongfully and fatally shot the unarmed Hennelly, according to his family's lawsuit which was settled for $325,000.
Pennsylvania 2012 Philadelphia police officer Kevin Robinson Darren Trammell 28 N/A [220] PPD officer Robinson assaulted, seriously injured and falsely arrested Trammell, according to Trammell's lawsuit which was settled for $125,000.
Pennsylvania 2012-03-19 Philadelphia police officers Shane Darden and Timothy Taylor Rodney Handy N/A Black [221][222] The two PPD officers brutally beat, seriously injured and falsely arrested Rodney Handy, according to Handy's lawsuit that was settled for $85,000.
Pennsylvania 2012 Millvale police officer Nicole Murphy Thomas Jason Smith N/A N/A [223] Millvale officer Murphy brutalized Smith by stunning him three times with a stun gun while he as handcuffed. As a result, Murphy was fired from the police force in Millvale, a suburb of Pittsburgh, and was convicted in federal court of civil rights violations.
Pennsylvania 2013-02-04 Philadelphia police officer Jonathan Pickett N/A N/A [224] A PPD officer wrongfully shot Jonathan Pickett while he was sitting in the back of a police vehicle, according to his lawsuit which settled for $1.25 million.
Pennsylvania 2013-05-29 Philadelphia police officers Kevin Robinson, Sean McNight Najee Rivera 23 Latino [225][226] The PPD officers knocked Najee Rivera off his fleeing ATV, struck him in the head with a baton, and caused him severe injuries including permanent vision damage. Rivera was cleared of wrongdoing and received a $200,000 lawsuit settlement. In 2015, the officers were fired and charged with aggravated assault and conspiracy over the incident.
Pennsylvania 2014 Philadelphia police officers Thomas Liciardello, Brian Reynolds, Michael Spicer, Perry Betts, Linwood Norman, and John Speiser N/A N/A N/A [177][180][227][228] The six PPD officers were arrested by federal authorities on corruption and brutality charges. The officers were also fired (via a 30-day suspension process.) The six cops allegedly beat, robbed and framed suspects. Prior to the officers' arrests, the city had already paid over $1 million to settle misconduct lawsuits against them.
Pennsylvania 2014 Allentown PO Ryan Alles N/A N/A N/A [181] Allentown police officer Ryan Alles was fired in 2015 for allegedly feloniously assaulting and injuring two suspects in separate 2014 incidents. Alles had mistaken one of the suspects for an armed robber.
