Libran N. Cabactulan (born February 20, 1950) is a diplomat from the Republic of the Philippines, serving as the Permanent Representative of the Philippines to the United Nations since 2010. He previously served as the Ambassador to the United Arab Emirates from 2004 to 2009. From 1986-1990 and 1995-2000, he served at the Mission to the United Nations in New York.[1]
