Kiyoshi Uchiyama

Kiyoshi Uchiyama (内山 清 Uchiyama Kiyoshi) [1] was the Japanese consul to the Philippines stationed in Manila before the start of the Second World War. He tried to gain support from the Filipinos for Japan.
