Kam To is one of the 36 constituencies of the Sha Tin District Council. The seat elects one member of the council every four years. It was first created in 2003 and gained by Shirley Ho of the Democratic Party defeating the giant of the DAB, Lau Kong-wah, who also was the Chairman of one of the largest Sha Tin local political organizations Civil Force. Yeung Man-yui of DAB has been holding the seat after taking seat from Shirley Ho in the 2007 election.
