Joe Atuhaire (born May 15, 1978 in Kampala) is a retired Ugandan swimmer, who specialized in breaststroke events.[1] Atuhaire competed for Uganda in the men's 100 m breaststroke at the 2000 Summer Olympics in Sydney. He received a Universality place from FINA, in an entry time of 1:10.00.[2] He participated in heat one against two other swimmers Antonio Leon of Paraguay and Kieran Chan of Papua New Guinea. He rounded out a small field of three to last place in a time of 1:22.35, the slowest to be recorded in the heats. Atuhaire failed to advance into the semifinals, as he placed sixty-fifth overall on the first day of prelims.[3][4]

On September 26, 2000, Atuhaire left the Olympic Athletes' Village in Sydney after police issued a warrant for his arrest, charging against sexual intercourse without consent with a 17-year-old female near the main site. He was later detained in Adelaide, and granted a bail of $20,000 (Australian). Nearly a month later, he was pleaded not guilty by the prosecutors, and freed from any charges before his safe return to Uganda.[5][6]
