Jennifer Semakula Musisi is a Ugandan lawyer and public administrator. She is the executive director of the Kampala Capital City Authority. She was appointed to that position in April 2011.[1] She assumed office on 15 April 2011. On 27 February 2014, the President of Uganda re-appointed her for another three-year term, effective 14 April 2014.[2]

Background and education

Musisi was born in Mukono District in the Central Region of Uganda, during the 1960s. She attended Tororo Girls School in Tororo District for her middle school edication (S1 – S4).[3] She then transferred to King's College Budo in Wakiso District for her high school education (S5 – S6). She graduated from Budo in 1982, at the top of her class. She served as deputy head prefect during her time at the mixed, boarding high school.[4][5]

In 1982, she entered Makerere University, Uganda's oldest university, where she studied law. She graduated in 1986 with the degree of Bachelor of Laws (LLB). The following year, she otained the Diploma in Legal Practice from the Law Development Centre in Kampala, the capital of Uganda. Later, she obtained the degree of Master of Public Administration (MPA) from Makerere University. She also has qualifications in management, taxation, and law from several institutions including Harvard Law School and George Washington University in the United States.[6][7]

Work experience

Musisi began her career as a state attorney with the Directorate of Public Prosecutions in the late 1980s. From there, she moved to Makerere University, where she worked as an assistant secretary (Legal Affairs) in the office of the University Secretary for nine and one half years. During her time at Makerere, she studied for her masters degree.[8]

In 1999, she began working at the Uganda Revenue Authority (URA). While at URA, she re-united with her close friend, Allen Kagina, the former Commissioner General, who was a year-mate at Makerere University. Musisi entered URA as Deputy Commissioner (Legal).[9] She is credited with co-authoring the administrative changes witch, in 2005, culminated in the forced resignation of all URA employees in an attempt to rid the agency of corrupt officials. Musisi rose to the rank of Commissioner of Legal and Board Affairs at URA.[10]

At the end of her contract at URA in 2011, she retired from the agency with the intention of going into private enterprise.[11] However, in April 2011, President Yoweri Museveni appointed her to be the first executive director of the newly created Kampala Capital City Authority.[12][13] In April 2014, her three-year contract was renewed for another three-year term.[14]

Recognition

In December 2014, she received the Quality Leadership Award 2014, awarded by the European Society for Quality Research.[17]
