He is the son of James C. Oliver, who represented Maine in the United States Congress from 1937 to 1943.

He was Executive Director of the Portland West Neighborhood Planning Council until December 1994, when he was replaced by Peter O'Donnell.[2]

In 1986, as Executive Director of Portland West, Oliver was involved in the successful referendum prohibiting further development on Portland's working waterfront.[3]

In 1988, Oliver was one of 7 Portland residents arrested while protesting the demolition of a nineteenth century building on Park Street in the West End. The building was demolished shortly after their arrests.[4]
