The Indian Corporate Law Service (Hindi: भारतीय कॉरपोरेट लॉ सेवा, Bhartiya Corporate Law Seva) abbreviated as ICLS is the company law service of Government of India.
It is one of the Central Civil Services (Group A). The Service functions under the Ministry of Corporate Affairs and is concerned primarily with the administering of the [[The Companies Act, 1956]and Companies Act,2013] along with the The Limited liability Partnership Act, 2008. Before 2009, it was known as the Indian Company Law service. The service was rechristened and renamed from Indian Company Law Service to Indian Corporate Law Service in 2009 with a view to meet the challenges of the growing Indian Industry and reflect the changes the Indian corporate sector has undergone in the last couple of decades.[2]
Recruitment
In 2009, the central government introduced a new central civil services cadre called the Indian Corporate Law Service (ICLS) to create an army of experts who would be involved in corporate law making and its enforcement in the country. This gave a new service option to those who qualified the Civil Services Examination conducted by UPSC to get into Central Civil Services (Group A).[3] There are two streams of recruitment to the Indian Corporate Law Service - Direct Recruits and Promoted Officers. Direct Recruits are selected from the Civil Services Examination conducted by Union Public Service Commission and based on preferences opted by them. Promoted Officers are promoted gradually over several years of service. The current ratio of two streams is kept at 3:2.
Training
The ICLS Academy, located at Manesar Campus of the Indian Institute of Corporate Affairs (IICA), has the responsibility of conducting the induction training for the Probationary Officers (POs) belonging to the Indian Corporate Law Service (ICLS). Comprehensively designed module of Induction Training for newly recruited ICLS officers is intended to expose them to the Indian legal framework, in particular, corporate law, and to prepare them for corporate regulation through e-Governance more popularly known as the MCA21. Initial postings would be as Assistant Registrar of Companies, Assistant Official Liquidator attached to High Court in various jurisdictions, Bench Officer in Company Law Board (CLB) and as Assistant Director in the Ministry of Corporate Affairs as well as in the office of Regional Director.[4]
