Hui Yin-fat, OBE, JP (born 28 April 1936, Guangzhou China) was the member of the Legislative Council of Hong Kong (1991—1995) for Social Services, member of the Executive Council in 1991 and member of the Provisional Legislative Council.[2]
He was also the director of Hong Kong Council of Social Service from 1973 to 2001.
