4G eLTE is a technology based on the LTE standard. The e refers to an enhanced version of the LTE standard which has been developed uniquely[1] by the Employee-owned corporation Huawei Technologies. The design is based on the proven advantage of LTE-TDD technology, and it provides highly reliable wireless broadband data access with peak data throughput of 50Mbit/s downlink and 20Mbit/s uplink per site in 5/10/15 MHz bandwidth.

Trunking system

The trunked communication system is a special-purpose mobile communication system where many users (department and community) share one group of radio channels and dynamically use these channels. Compared with the traditional public honeycomb mobile system, trunked communication system supports call to turn on rapidness, group user sharing forward channel, half-duplex operation way, PTT way, private call and group calls altogether.

Flexible Network Deployment

For various industry scenarios, eLTE promotes fully scalable network dimensions. The core network system is capable to support up to 500 base stations, 100,000 users, 2000 trunking groups, which satisfies the needs of state-wide or nation-wide network deployment.

Voice transmission with an improved User Experience

The eLTE commercial network is designed with more focus on high volume of data transmission, while voice service is adapted via VOIP. The performance may hardly satisfy the need of industry professional users in terms of call setup delay, trunking group functionality etc.
Based on eLTE-TDD technique, eLTE network optimizes signaling and processing procedures. The Push-to-talk (PTT) voice experience is greatly improved. eLTE provides industry-leading performance in terms of group call setup <300ms, speech right request <150ms, concurrent group calls up to 160 groups/cell.

Video Dispatch, Seamless Surveillance between Field and Commanding Center

4G eLTE usage in dispatching scenario

Enhanced by the wireless broadband trunking system, eLTE offers the latest communications solution via video dispatch. The 720P HD camera is embedded into the multimedia trunking handset, transferring front-line video back to the commanding center in real-time. The dispatcher and commander in the commanding center monitors video streams from the handset and other fixed CCTV cameras, which can be projected onto the screen walls or be dispatched to a specific video stream to other handsets, informing troops and leaders in different fields of the front-line situations.
Real-time, bi-directional voice and video dispatches between front-line and commanding center allows for fresh on-the-ground knowledge for instant troop dispatch and control.
The system is able to offer extensive services such as voice dispatch, video dispatch, broadband data access, SMS, MMS, and positioning etc. The all-in-one multimedia trunking handset supports all these functions, thus forming a multi-usage personal communication center on the field.

Broadband 4G Handset

The handset's protection uses IP-67 protection level (6 for Solid particle protection, and 7 for Liquid ingress protection) in order to meet the requirement of industry users. The terminal can be normally used after being immersed in 1 meter of water for 30 minutes, under shock vibration and solar radiation.
The special noise reduction design has been adapted in order to provide a high-definition voice quality.

Stable, Secure and Sustainable Network

Huawei 4G eLTE system is developed based on highly-mature products platform that has been delivering over 100,000 sets globally. It features fault-tolerant redundancy design, high level ingress protection design to keep network productive all the time and maximizing system availability. The products have been proven working stable and reliable in severe circumstances like extremely hot temperature in India and extremely cold in Canada.
eLTE also provides secure communicationn with multiple encryption mechanisms, which include bi-directional authentication to secure wireless access, enhanced Uu air-interface encryption for voice, data and signaling conversations. Meanwhile, the end-to-end encryption enables more secure options with users' own algorithms.

Huawei unique solution

All products,[2] including terminal chips, terminal equipment, base station equipment, core network equipment and supporting software eLTE solutions are researched and developed independently by Huawei Technologies and it can meet industry customized needs for terminal frequency, business software and security mechanism.

Sub Sahara region deploying 4G eLTE for the first time for the Madagascar Police

After the political crisis in 2009, national security was greatly impacted in the Republic of Madagascar, and the country's international reputation was affected by a rapid decrease in foreign support and contributions. As such a 4G eLTE platform request was initiated by former Minister of Interior Security Honorable Arsene Rakotondrazaka in mid 2012.
After Presidential election in 2013, the new government, under the regime of elected President Hery Rajaonarimampianina, took over the endeavor and continued to move forward.

As of mid-2014, Huawei Technologies Madagascar became the first company to deploy 4G eLTE telecommunication system in the Sub-Saharan Africa region, Poland being the first one in Europe.[3] This high-tech system has been put to use solely by the Ministry of Public Security of the Republic of Madagascar, in view of the latter's mission[4] of combating crime and improving Malagasy population security.

Such a system being independent of all other local operators network, ensures a private and secure communication channel for the Police Nationale.

The system was inaugurated on 2 July 2014 at Antananarivo Madagascar [5] by the Ministry of Public Security in the presence of Huawei Technologies Madagascar team.

Major characteristics of Huawei 4G eLTE communication product

During an inauguration ceremony in July 2014, the Minister of Public Security Honorable Blaise Richard appreciated Huawei Technologies, and congratulated the latter for the rapid and high amount of data which the eLTE platform could transport easily and independently.

Awards were given to the field usage and excellent performance by various departments of the Ministry of Public Security namely, DSP, DRCIE, DPJ, DFIP, CC during the country's National Independence Day on 26 June 2014. Frequency band supports the range 300 MHz - 400 MHz.

Continuity & Improvement of 4G eLTE

As of date, the 4G network has become a standard in Madagascar, and Malagasy Police Nationale are using this equipment in their day-to-day activities for security improvement and law respect.
Huawei Technologies has been expanding its Research and Development activities[6] since 2012,[7] in order to improve and refine more its telecommunication products and platforms.
