Guillermo Zúñiga Martínez

Guillermo Héctor Zúñiga Martínez (b. December 18, 1942 in Jalapa, Veracruz-íbidem, April 23, 2015) was a Mexican politician and member of the Institutional Revolutionary Party (PRI) who served in the Mexican House of Representatives.

Professional career

Zúñiga founded and was the first President of the oratory institute "Belisario Domínguez" in his native Veracruz. He worked as a professor of history and civics at the Hidalgo junior high school, Erasmo Castilian Fifth high school, at Sefaradi and at the INJUVE.

After finishing his law degree at the UNAM, he worked as a consulting lawyer in the Directorate of Legal Subjects of the Secretariat of Government, as a consulting lawyer in the Directorate of Legal Affairs of the Mexican Presidency and as the General Director of Education of the Education Ministry. He updated the Law of Educación, and created the Centers of Higher Studies of Rural Education, the Veracruzana Pedagogical University and the Institute of Pedagogical Normalization.

Zúñiga worked as the Director of Popular Education and Director of the Computer Science at the Secretariat of Organization, Manager of the Department de Information Analysis of the Under-secretary for Connection of Information. He served as Director of SEP in the districts of the northern zone of Mexico.

He was appointed as the Minister of Education and Culture of Veracruz with Governor Fernando Gutierrez Barrios, and resigned to run for Major of Xalapa, the State's capital. He was elected municipal president of Xalapa. He further continued his political career by serving as a local and federal congressman. While in the local Congress, Zúñiga was the speaker of the congress, and president of the legislative branch of government in Veracruz.

Zúñiga has also been President of the PRI's CDE, and was in charge of the Ministry of Education and Culture for a second time with Governor Patricio Chirinos.

He managed the campaigns of Presidential Candidate Roberto Madrazo in Veracruz, and the Governor campaign of Fidel Herrera. Governor Herrera recently appointed him as General Director of the Advanced Education Institute of Veracruz.
