The 3rd National Assembly for Wales convened after the 2007 election. The Assembly first met on 9 May, when Dafydd Elis-Thomas was appointed presiding officer.
Third Morgan government
The third Morgan government (25 May 2007– 19 July 2007) was a Labour minority government.
Having won the largest number of seats in the general election - 26 out of 60 - the Labour Party sought to form a coalition with a smaller party. However, this proved impossible, with all the other parties discussing a possible anti-Labour coalition. The Labour Party chose to go into minority government, and Rhodri Morgan was re-elected first minister on 26 May 2007.

Following the 2011 elections, Welsh Labour won half the seats in the National Assembly, it was not enough for a majority government but it was enough for a minority government. The 4th National Assembly for Wales and Welsh Government is completely under Labour control.
