Goce Delce University – Shtip (Macedonian: Универзитет Гоце Делчев Штип, Univerzitet Goce Delčev Štip, short name - UGD) is a state university, ranked on the second place from the list of state universities in the country.[1][2]
History
"Goce Delcev" University in Shtip is established by the Assembly of the Republic of Macedonia on 27 March 2007. The first Constitutive Assembly of the University Senate was held on 28 June 2007 in the amphitheater of the Faculty of education and the Faculty of mining, geology and polytechnics. In the presence of the State Secretary for education Mr. Pero Stojanovski and some of the members from the home commission of "Goce Delcev" University as well as representatives from students, professors, assistants and citizens from the city of Shtip, the University Senate adopted unanimous decision to appoint Prof. Sasha Mitrev PhD, a full-time Professor at the Faculty of agriculture as Rector of the University, for term of office from June 2007 to June 2011. 1300 students were enrolled on the University in the first academic year. The "Goce Delcev" University started with 7 faculties and one higher school as follows: Faculty of law, Faculty of economics, Faculty of education, Faculty of mining, geology and polytechnics, Faculty of agriculture, Faculty of computer science and information technologies, Faculty of music and Higher medical school. Since the academic year 2008/2009 the University includes 6 (six) new faculties: Faculty of medicine, Faculty of philology, Faculty of electrical engineering, Faculty of mechanical engineering, Faculty of technology and Faculty of tourism and business logistics.[3]
Organization and organizational units
In accordance with the Statute (University’s envoy 09/2009), the University is the highest autonomous public higher-educational, scientific and art institution which provides the unification in the performance and development of the higher education, science, art and proficiency, and directly, through its units, it transfers knowledge from different study fields i.e. from scientific as well as artistic fields and disciplines. Public faculties are part of it i.e. units which execute higher-educational and research work in all the degrees of the higher education. The students study in accordance with the method of the European Credit Transfer and Accumulation System (ECTS).
Faculties
The education in “Goce Delcev” University is organized in 13 faculties divided to three Campuses:[4]
Campus 2
Faculty of Natural and Technical sciences
The seat of the faculty is located in the building near the center of the city Shtip, beside the Employment service agency. The function Dean of the Faculty of natural and technical sciences is performed by Zoran Panov, PhD, and Vice-Dean for education is Zoran Despodov, PhD.[5] The following institutes together with their departments are integral part of this faculty:
- Geology institute: Department for geology and geophysics, Department for petrology, mineralogy and geochemistry, Department for fields of mineral raw materials, Department for hydrogeology and engineering geology, Department for geography;
- Architecture and design institute: Department for architecture, Department for computer design, Department for design and furniture technology and interior design;
- Mining institute: Department for mineral technology, Department for surface mining, Department for underground mining, Department for logistics and environment;
- Civil engineering institute: Department for civil engineering, Department for geotechnology.
The study programmes are organized in:
- First cycle of studies with the following study programmes: Geography, Mining engineering, Geology, Engineering of natural resources, Logistics (industrial logistics), Geomechanics, Civil engineering, Architecture and design, Biology.
- Second cycle of studies with the following study programmes: Surface exploitation, Underground exploitation, Technology for minerals, Petrology, mineralogy and geochemistry, Fields of mineral raw material, Hydrogeology and engineering geology, Geology and geophysics, Transport infrastructure, Geomechanics, Landscape architecture, Furniture and interior design and technologies, Industrial logistics, Environmental engineering - 120 ECTS, Module: Engineering of working environment - 60 ECTS, Module: Environmental engineering - 60 ECTS.
- Third cycle of studies with the following study programmes: Mining engineering, Applied geology and geophysics.
Faculty of Agriculture
The seat of this faculty is also in the building near the center of the city Shtip, beside the Employment service agency. The Function Dean of the Faculty of Agriculture is performed by Ilija Karov, PhD, while for Vice-Dean is chosen Liljana Koleva-Gudeva, PhD.[6] The following departments are an integral part of this faculty: Department for plant and environment protection, Department for crop production, Department for food technology and processing of animal products, Department for soil science and hydrology and Department for pomiculture and viniculture.

- First cycle of studies with the following study programmes : General programme, Agromanagement, Vegetable growing, Oenology, Viticulture, Teaching programme, Phytomedicine, Processing of animal products, Crop production and Rural Development.
- Second cycle of studies with the following study programmes: Phytomedicine, Oenology, Processing and control of animal products, Viniculture, Agricultural production and Biotechnology, genetics and selection.
- Third cycle of studies with the following study programmes: Plant protection, Soil science and hydrology and Crop production.
Faculty of Computer Science
The seat of this faculty is also in the building near the center of the city Shtip, beside the Employment service agency. The function Dean of the Faculty of Computer Science is performed by Vlado Gichev, PhD, while Cveta Martinovska, PhD is elected as Vice-Dean.[7] The following departments are an integral part of this faculty: Department for applied mathematics, Department for mathematics and statistics, Department for computer technologies and intelligent systems, Department for computer engineering and communication technology and Department for information technologies.

- First cycle of studies with the following study programmes : Informatics, Business informatics (performed on English language), Business informatics, Computer Engineering and Technology, Computer Science, Informatics for teaching, Mathematics - 3 years studies and Mathematics for Teaching.
- Second cycle of studies with the following study programmes: Applied Mathematics, Artificial Intelligence And Robotics, Communication Technologies And Signal Processing, Informatics, Information Systems, Intelligent Web Technologies, Software Engineering.
- Third cycle of studies with study programme for Computer techniques and informatics.
Faculty of Electrical Engineering is located in Radovis and it is the only such faculty in the region of Eastern Republic of Macedonia. The function Dean is performed by Ass. Prof. Tatjana Atanasova Pachemska, PhD, and Vice-Dean of the Faculty is Ass Prof. Vasilia Sharac, PhD.[8] Faculty of Electrical Engineering is organized into five departments: Department of Electrotechnics and electrometallurgy, Department of automation, control and management of technological processes, Department of Electronics, Department of Electric Power and Department of telecommunication engineering.

- Second cycle of studies with the study programme for Automation and processes.
Faculty of Technology is located in the city of Probishtip. The function Dean is performed by Ass. Prof. Vineta Srebrenkoska, PhD, and Vice-Dean of the Faculty is Ass Prof. Dimko Dimeski, PhD.[9] The departments of the Faculty of Technology are as follows: Department of textile and organic engineering, Department of designing clothes and managing the processes of clothes production, Department of chemical engineering and regulation and management of technological processes and Department of clothing materials engineering.

- Second cycle of studies with the study programme for Industrial textile design.
Faculty of Mechanical engineering is located in the city of Vinica, with dispersed studies in Stip and Strumica. The function Dean is performed by Prof. Dejan Mirakovski, PhD, and Vice-Dean of the Faculty is Prof. Simeon Simonov, PhD.[10] The departments of the Mechanical engineering are as follows: Department of General-production engineering, Department of Control and Quality and Department of Transport.

- Second cycle of studies with the study programme for Production systems design and Strategic Project Management.
Campus 3
Faculty of Medical Sciences is located in several buildings in the city of Shtip, but the seat of the faculty is in the Clinical Hospital. The Dean of the Faculty of Medical Sciences is. Prof. Rubin Gulaboski PhD and Vice-Dean for education is Ass. Prof. Tatiana Rushkovska, PhD.[11]
The study programmes are organized in:
- First cycle of studies with the following study programmes: Medicine, Dentistry, Pharmacy and vocational studies for: Medical nurses, Physical therapists, Laboratory assistants, Optometry and optics, Dental technician/prosthodontist and Obstetrics.
- Second cycle of studies includes the following specializations: intensive care, gynecology and obstetrics, theatre sister, nurse anesthetist, family and visiting nurse, mental health, prevention of infectious and non-infectious diseases, transfusiology, chemical-biochemical laboratory, microbiological laboratory, sanitary-chemical laboratory, reflexotherapy and acupressure, physical therapy, children rehabilitation and correction of corporal malformation.
Campus 4
Faculty of Educational sciences
The Faculty is located in the center of the city Shtip, beside the cultural center "Aco Shopov", in total area of 1959 m2. The function Dean is performed by Nikola Smilkov, PhD, and Assistant Professor Snezana Jovanova, PhD is a Vice-Dean.[12] Part of this faculty are Department of Pedagogy, Department of Didactics and Teaching methodology and Department of Social and humanistic sciences.
The study programmes are organized in:
- First cycle studies with the following study programmes: Elementary school education, Pre-school education, History with archeology – teaching and applied course
- Second cycle studies with the following study programmes: School pedagogy, Pre-school pedagogy, Didactics and teaching methods, Education management and education politics, Social pedagogy and these specialist studies: Pre-school education, Acquiring competences for subject teacher and Teaching methods in religious education.
Faculty of Economics is organized in following departements: Department of business management, Department of auditing and control, Department of finances, Department of financial management and Department of economy. The Dean of the Faculty of Economics is. Prof. Risto Fotov, PhD and Vice-Dean for education is Prof. Riste Temjanovski, PhD.[13]
The study programmes are organized in:
- First cycle studies with the following study programmes: Financial management, Health management, Accounting, finance and audit, Financial management and Management and entrepreneurship.
- Second cycle studies with the following study programmes: IBA management (one and two year studies), Financial reporting and auditing, Economy of the European Union, Health management and Finance and banking.
Faculty of Law is organized in following departements: Department of political and legal-political science, Department of civil law, Department of business law, Department of criminal law, Department of international relations and European law and Department of journalism and media. The Dean of the Faculty of Law is Prof. Jovan Ananiev, PhD and Vice-Dean for education is Ass. Prof. Borka Tusevska, PhD.[14]
The study programmes are organized in:
- First cycle studies with the following study programmes: Journalism and Legal studies for Financial law, Administrative law, Civil law, Business law, European law and international relations, Criminal law and International law and international relations.
- Second cycle studies - one and two year studies with the following study programmes: Public Administration, Communication Management and Public Relations, Mass Communication and Media Management, Judicial study programme and Applied politics and diplomacy.
Faculty of Music art is located in the center of the city Shtip, behind the Municipality of Shtip and the high school “Slavco Stojmenski”. Dean of the faculty is Prof. Ilco Jovanov, PhD and Vice-Dean is Ass. Prof. Vladimir Janevski, MA.[15] The faculty is divided into artistic educational – organizational units, which are composed of several departements. The units are: Unit for music theory and music pedagogy (department for music theory and music pedagogy, department for ethnochoreology, ethnomusicology and folk instruments), Vocal-instrumental unit (department for piano, department for brass instruments, department for string instruments, department for vocal singing), Jazz studies unit (department for instrumental jazz and department for jazz composition).
The study programmes are organized in:
- First cycle studies with the following study programmes: Music theory and music pedagogy, Ethnochoreology, ethnomusicology and folk instruments, Piano, Brass instruments (flute, oboe, clarinet, french horn, trumpet, trombone), String instruments (violin, viola, violoncello, contrabass), Vocal singing, Jazz ( guitar, bass, trumpet, saxophone, drums, piano, trombone clarinet).
- Second cycle studies with the following study programmes: Music theory and music pedagogy, Ethnochoreology, Jazz music, Vocal performance, Instrumental performance, Piano Performance and Piano teaching methodology.
Faculty of Tourism and business logistics is located in Gevgelija. The Dean of the faculty is Ass. Prof. Nako Tashkov, PhD, and Vice-Dean for education is Ass. Prof. Nikola Dimitrov, PhD.[16] The departments which are constitutional part of the faculty are: Department for tourism, Department for business logistics and Department for gastronomy, nutrition and dietetics.
The study programmes are organized in:
- First cycle studies with the following study programmes: Tourism, Business logistics, Gastronomy, nutrition and dietetics and Hotel-restaurant programme.
- Second cycle studies are organized in the following study programmes: International tourism and Business logistics.
Faculty of Philology consists of the following departments: Macedonian language and literature, English language and literature, German language and literature, Italian language and literature and Turkish language and literature. The Dean of the faculty is Prof. Jovanka Denkova, PhD, and Vice-Dean for education is Prof. Biljana Ivanovska, PhD.[17]
The study programmes are organized in:
- First cycle studies with the following study programmes: Macedonian language and literature (teacher training programme and applied programme), English Language and Literature (teacher training programme and translation and interpretation programme), German Language and Literature (teacher training programme and translation and interpretation programme), Italian Language and Literature (teacher training programme and translation and interpretation programme), Turkish Language and Literature (teacher training programme and translation and interpretation programme) and French Language and Literature (teacher training programme and translation and interpretation programme).
- Second cycle studies are organized in the following study programmes: Macedonian literature, Macedonian language, Macedonian language teaching methodology, English literature, English language, English language Teaching methodology, German literature, German language, German language Teaching methodology, Turkish literature and Turkish language.
Beside these units, there are departments, centres,[18] laboratories, libraries[19][20] and other internal organizational units organized as follows:
Centers
- Interuniversity Cooperation Center fosters cooperation between Goce Delcev University and other universities from Macedonia and abroad.[21]
- Lifelong Learning Center has a goal to prepare, implement, coordinate and organize activities connected with learning throughout the entire course of people’s lives which aims to promote knowledge, skills and competence, as well to improve the competences, to assist in gaining new skills, qualifications and opportunities for professional development.
- E-learning Center is responsible for promotion and implementation of modern tools for learning at the University, new technologies (interactive whiteboards, graphic whiteboards, multimedia software and hardware, audio-visual equipment etc.), as well as instruction training for teachers and students from universities and schools in Macedonia and abroad. The electronic learning environment provides 24/7 access to data, allows revising of the knowledge, mutual evaluation of the students, opportunities for forums and tests[22]
- Quality Assurance Center collects, analyses and uses relevant information for effective management of the study programmes and other activities of the University. It strives to improve and refine the education that the University offers to its students. The Quality Assurance Center, in cooperation with the Rector’s office, elaborates and implements forms and procedures, which assure that the teaching staff included in the training of students is qualified and competent for the work it performs.[23]
- Public Relations Center at “Goce Delcev” University in Shtip establishes communication with the wider public in this country and certain individuals in relation to the University from abroad. In order to establish and maintain systematic, efficient and responsible communication with the wider public, the Center regularly organizes: press conferences, discussion panels, celebrations, cultural events, award ceremonies, the University Day, the beginning of a new academic year and other activities. The center is often an organizer of various gatherings with the students – student parties, debates, panel discussions, forums etc.[24] In the frames of the Public relations center, three sections operate:
- The section for publishing, which realizes its activity thorough publication of the university messenger, university newsletter, university newspaper, textbooks, teaching aids and monographs of the teachers and the collaborators of the university, as well as magazines, yearbooks, translations of foreign publications, official and periodical publications of the university, informative and advertising material, brochures and electronic publications on the web-site of the university. The section for publishing is also responsible for maintenance and development of the official web-site of the university.
- The section for radio and TV which presents information for each activity held in the University. It contributes to better informing of the students and the rest of the public and at the same time it represents a place where the students of journalism and public relations carry out their practice. The University radio station “UGD-FM” is broadcasting a 24-hour program at the frequency of 91 MHz, regarding the students and youth in the city, the function of the University and the studies. The TV program is broadcast through an internal network on TVs located on all university buildings.
- The section for marketing and protocol which constructs and designs marketing activities, promotional and advertising campaigns, makes evaluations of performed activities, prepares reports, directs and suggests correctional action of the University and its units. It also designs printed, audio and video commercials, presentations, directs and coordinates the dynamics of the presentation of the media, prepares, organizes and supports events organized by the University.
- University Cultural Center organizes events, promotes different artistic activities performed through series of: art exhibitions, stage plays, film screening, music concerts, book promotions, magazines and other publications, discussions, workshops, art performances. Cultural and artistic events are realized in the Multimedia Center of the University "Goce Delcev" - Shtip with a capacity of 330 seats and excellent technical capabilities, located in the center of the city Shtip, near the Police station. Some of the events organized by this center are the Theater Festival and short film "KULTRA" and the cultural event "UGD SCENE" - university film weeks devoted to film cinematography typical to different countries of the world.
- University Sports Center develops and promotes the sport activities of the students and employees. There are currently several University clubs for basketball, football, table-tennis, chess and mountaineering. The University Sports Center disposes of its own sports hall “Jordan Mijalkov” where the activities of the clubs are realized. Besides the University leagues, the Table-tennis and basketball club compete in official competition organized by the Table tennis or Basketball federation of Macedonia. Football players have had notable plays in these areas, such as in the University league of soccer, as well as the karate fighters, who had significant success on international level.[25]
- IT-Center plans, implements and maintains the University’s information system and computer network, electronic mail, log-in system for employees and students, web portal, and data protection and storing. This center provides fast and efficient work, i.e. communication of every one involved in the university. IT center participated in and attended many conferences, competitions, fears, and other activities and manifestations connected with the IT technology, such as the Microsoft conferences. This center enables video conferences i.e. the University provides attendance of lectures from renominated professors on Universities and Institutions from the whole world through the network system of the university.[26]
- Office for career and Alumni club are in service of the students who seek job and programmes for practice, as well as the employers who seek prospective professionally qualified staff. The basic goals are connection of the graduated students and employers as well as development of the conscience of students and graduated students for the modern working conditions, i.e. that the employers seek much more than just a diploma. The office is available for students to help them develop skills and acquire knowledge that are exceptionally important for the job and employment, to acquire working experience during their studies and to be introduced to the community of employers and their rules as well as to learn to think constructively for the given opportunities.[27]
Other internal organizational units
University library has more than 110,000 books of natural, social and technical sciences, interesting titles from the fields of mathematics, astronomy, geodesy, physics, chemistry, geology, paleontology, biology, botany, zoology, a number of dictionaries, encyclopedias and master's theses. In the framework of University Library Service operates a web application[28] which provides easy navigation and easy access to the titles of the printed edition of books that can be found in the library.
The University also has E-library which contains the available electronic editions of books published by the University.
Rector's Office (Campus 1)
The Rector's Office is the seat of the University situated in Campus 1, where the highest administrative bodies are located – Rector, Vice-Rectors, Secretary General as well as administrative departments that are part of the operation with faculties which are integrated in the "Goce Delcev" University – Shtip.
The University Senate is elected by the Rector and Vice-Rectors. The Rector chairs the University Senate's assembly. The Vice-Rectors take part in the Senate’s work, without a right to vote. The University Senate adopts the University Statute, and decides on the educational, scientific, artistic and professional activities. Furthermore, the Senate adopts the study programmes of the faculties and defines scientific and artistic fields of study.
The Rector is a managing body of the University. The Rector represents and stands for the University in the country and abroad, conducts the international cooperation of the University and initiates cooperation with other Universities in the country and abroad. The Rector's Administration comprises: the Rector, the Vice-Rectors, the Faculty Deans, the Directors of the Higher Vocational Institutions and one representative from the University Student Union.
Furthermore, the University Secretary General is also a part of the Rector's Administration, however, without the right to vote. The Rector's Administration is managed by the Rector.[29]

Symbols[32]
University coat of arms
The University coat of arms has a round shape. In the middle is the school in Novo Selo - Shtip, where Goce Delcev used to teach (the Rector’s Office of "Goce Delcev" University - Shtip). In the upper part of the circle, the text "Goce Decev" University is written. In the bottom part: Shtip is written. The coat of arms, the flag and the anthem represent the University and the units within the University. The University’s coat of arms is used on the flag, diplomas, plaques, awards, memos, University publications, as well as on coins issued on the occasion of the University’s anniversaries etc.
University flag
The University flag has a rectangular shape, in maroon color with golden -yellow fringe. The University coat of arms is placed in the middle in golden-yellow color. The sentence: “I understand the world solely as a field for cultural competition among nations” is written on two lines in the bottom across the full length of the flag. The University flag is displayed constantly on the building of the Rector's Office. The University flag is displayed in front of the buildings of the University units and in front of the buildings of the associate members of the University on the occasion of the University holiday, celebrations, special occasions and other activities important to the University. The university flag can also be displayed when holding international University sessions, competitions and other meetings in accordance with the rules and regulations for holding those events, as well as sports competitions and other University sports activities.
University insignia
The University insignia consist of interconnected engravings which symbolize the culture of the region where the University operates within the Republic of Macedonia. The University insignia are worn by: the Rector and Vice-Rectors of the University, as well as the Deans i.e. the directors of the University units, on celebrations, launch parties and other special occasions of the University and its units, as well as on national and international events.
Gown
A gown is designed for: the Rector, the Vice-Rectors and the Deans, i.e. the directors of the units. The gown is worn on launch parties, celebrations and other special occasions of the University and its units, as well as on national and international events. Decrees on the appearance and use of the University symbols are passed by the Rector’s Office.
Plaque
A special resolution passed by the University Senate establishes: plaque, charter, certificate of appreciation, certificate of distinction, and other acknowledgements and awards awarded by the University to distinguished individuals, legal entities or institutions, that have contributed to the University’s development and affirmation, and to scientific development, as well as to students in acknowledgement of their achievement during their studies.
Anthem
The University anthem is performed on celebrations, launch parties, sports events and other special occasions of the University, its units and University associate members, as well on international University sessions and other meetings in accordance with the rules and regulations for holding those events. The anthem can be played or sung, or both. The University anthem is a solemn song dedicated to the University’s role and significance. It is prepared by Assistant Prof. Ilcho Jovanov PhD.
Students
Status of a University student [33] is obtained with enrollment on undergraduate, postgraduate and doctoral studies at the faculties and the higher vocational institution at Goce Delcev University. Students realize their rights and obligations as determined by law and by the general acts of the University and its components.
Status of a student, and a member of the academic community, is obtained with enrollment on undergraduate, postgraduate and doctoral studies at a university or any kind of independent institution of higher education. The student can prove his status using a Student Identification Card. The method of enrollment of (future) prospective students of universities is through passing external and internal examination within the state graduation exam. In order the competition of enrollment in the first cycle of studies to be realized at the University, it forms enrollment commission for each unit. The ranking of candidates is made by the enrollment commission. The student programmes of University may not list the candidates who have less than 40 points gained (obtained) on all grounds.
Foreign citizens [34] are recorded outside the quotas and they are set out of the competition. When applying, the applicants submit verified certificates of secondary education, as well as validate certificates of all classes, a certified translation of birth certificate, proof of knowledge of the Macedonian language (published by the University commission) and a certificate of health. The foreign candidates say whether their government scholarships bear the expenses of studying or they do it by themselves. Foreign citizens who apply to the Faculty of Music Art are obligated to take exam on their knowledge and skills. The "Goce Delcev" University in Shtip organizes course for studying Macedonian language. Tuition fee for the foreign students for the academic 2013/2014 is 1000 EUR per semester for all units, except for the School of Medicine, where tuition fee amounts 1500 EUR, unless otherwise regulated with a contract of interuniversity cooperation.[35] This category includes applicant foreigners whose parents are those who work in the diplomatic missions in the R. Macedonia.
Software solution which contributes to modern way of studying is the electronic index at the University. Through the electronic index, complete electronic studying is enabled including electronic report about the exams and papers, publication of electronic results, electronic bulletin board, permanent electronic communication, electronic consultation and collaboration with teaching staff, e-learning, and many other activities. Students (of all levels of higher education) who are orphans, blind, deaf, disabled of first and second group, mothers with children under age six and hospital patients are entitled to special benefits by the Statute of the higher education institution.
Inter-University Cooperation
The University cooperates with many scientific and educational institutions in the country and abroad through Interuniversity Cooperation Center. Collaboration with universities abroad is realized with international university associations and networks, as well as bilateral agreements. The aim is to establish cooperation for the development and expansion of scientific and professional experiences, scientific and technical cooperation with foreign and national higher education and research institutions and to perform other forms of international cooperation. The University "Goce Delcev" as a member of the Erasmus network, enables students to receive a scholarship Erasmus. Erasmus Programme involves sending to and receiving students from abroad. Erasmus students can spend one or two semesters at one of the European universities, where they will have the opportunity to learn the language of the country in which they reside and to learn about their culture. Exams that will take students while staying abroad will be recognized in accordance with the Rules of ECTS. Science and research
The University "Goce Delcev" - Shtip develops and produces the academic values which are set very high on the general scale of social values. To larger extent, the positive academic values are based on the driving force arising from scientific activities. University’s heritage, University’s independence - autonomy, University’s reliability are basic elements that can surely bring new generations of intellectuals, outstanding professionals, quality people, who can bear the responsibility of the future of society. In this respect, scientific research develops individual qualities of each individual as an important element of the University’s academic community. Scientific research at the University, performed as fundamental and applicative-developmental, are based on the individual project approach that reflects and ensures minimal development of the academic cores. Scientific research at the University is realized within its units and their departments.
