Florin Sandu (Romanian pronunciation: flo'rin san'du, born February 24, 1949) is a former judoka and a former chief of the Romanian Police. He is a Quaestor who served as inspector general of Romanian Police and then as Secretary of State, the First Deputy of the Minister in Ministry of Interior from Romania. Sandu is currently a professor at the Romanian-American University and a lawyer.

Biography

Sandu was born on February 24, 1949 in Balint, Timiș County, Romania. His father Zamfir had been working in the Interior Ministry and his mother Berta was a nurse. His brother Ion Eugen Sandu was Brigadier General in the Ministry of Interior, Chief of the Romanian Police between the years 1993 - 1995 and the Secretary of State at the Ministry of Interior. In 1995 he died in a tragic helicopter accident on September 1, 1995, just Gendarmerie Day at Mogoşeşti, Iasi county. Sandu taught in the primary at School No. 157 and then at Vladimirescu Tudor theoretical High School in Bucharest, after graduating high school he enrolled at School of Police Officers Alexandru Ioan Cuza in Bucharesti, from which he graduated in 1969. He then worked as a police officer in the economic department and was then appointed the position of Office Chief. He competed at the Rapid club of Bucharest in the period 1968-1972 at section judo [1] and ranked second in the national championship of judo at heavyweight and made part of the national teams. Subsequently he was appointed, Honorary President of the Romanian Association of Kendo.

In 1972, he graduated from the Faculty of Law from Bucharest University and afterwards he was appointed to various functions in the Police Inspectorates from Caraș-Severin County, Braila and Bucharest. In 1997 he obtained a doctorate in law.

From 1997 until 2001 he had a career upward, such that in the year 2001 he became General Inspector of the General Inspectorate of Romanian Police a post he held it until November 2003.[2]

At the end of his activity at Ministry of Interior from Romania (M.I.A.) since November 2003 to December 2005 was Secretary of State, the First Deputy of the Minister in Ministry of Interior.[3]

Was retired of activity on 31.12.2005.[4]

He is currently Professor at the Romanian-American University, RAU, where he was tenured in 1998, but as a professor he is challenged as a professor at a diploma factory.[5]

From 2006 he is also and lawyer in the Bucharest Bar [6] and was often the subject of media scandal because he is a lawyer who represents in the courts some people from the underworld.[7]

Career

Romanian police chief

On January 2001 Colonel Sandu was appointed General Inspector of Romanian Police, function which will hold until November 2003. Following this appointment, he was promoted to brigadier general which later turned in the function of Quaestor.[8]

During in which the Officer Sandu led the General Inspectorate of Police, have continued anti corruption and fraud investigations against some businessmen.[9]

Has requested the extradition of former President Bankcoop Alexander Dinulescu.[10]

To combat corruption, the head of Police, principal Quaestor FLORIN Sandu said it requires changing the legislation.[11]

He was named Honorary President of the International Police Association (IPA).[12]

He served as Inspector General of Romanian Police for almost three years, from this service being released on November 21, 2003 and made available to the Secretary of State, the First Deputy of the Minister.[13]

The ulterior activity and parallel

From November 2003 he was Secretary of State, the First Deputy of the Minister in the Ministry of Interior until December 2005.

In parallel with the activity in Ministry of Interior he been tenured since 1998 in the disciplines: Criminology and Business Law at the Faculty of Law from the Romanian-American University in Bucharest.

Since 2000 he was Associate Professor and from 2003 until now is a professor at the Romanian-American University.[14]

Is Associate Professor and leadership Ph.D. at Alexandru Ioan Cuza Police Academy. [15]

Currently he is and lawyer in the Bucharest Bar.[16]

Scientific activity

In parallel with his activity in police, Sandu has developed a scientific activity as in 1972 participated at the elaboration for a scientific work: Lex Cause in Private International Law, at University of Bucharest, Faculty of Law, in 1976 taught a postgraduate course: Mediator Situation Reflected in art. 37, paragraph 1 and 3 of Decree 210/1960 republished, at University of Bucharest, Faculty of Law, in 1978 teach the course: The manager's role in conducting research on site in special situations at Military School for the Training of Militia Officers and then he continued with a didactics career as associate Professor at the Police Academy Alexandru Ioan Cuza and in Centre for Postgraduate M.I.A. ( 1993 ) and as associate, respectively professor at the Faculty of Law at the Romanian-American University of Bucharest ( 1998 ). Since 1993 has participated in over 35 international symposiums that were held in the country and abroad, with specific topics of police work, such as the symposiums which held at Rome 1995, about the economic and financial crime, respective organized crime and money laundering, car theft, etc.[17]

He was coordinator in developing the course: Organizational Management in public order.[18]

Sandu was a member of the scientific board of the JOURNAL OF CRIMINAL INVESTIGATION.[19]

He spoke in the OPENING SPEECH for „POLICING MINORITIES” at REGIONAL CONFERENCE on Policing Minorities, Human Rights and Conflict Management for Roma Liaison Police Officers in 7–8 May 2004 from Bucharest – Romania, as Secretary of State in Ministry of Administration and Interior.[20]

He elaborated the course of public order, Three Publishing 1999, Bucharest.[21]
