The Federal Correctional Institution, Butner Low (FCI Butner Low) is a low-security United States federal prison for male inmates in North Carolina. Part of the Butner Federal Correctional Complex, it is operated by the Federal Bureau of Prisons, a division of the United States Department of Justice.

FCI Butner Low is located near the Research Triangle area of Durham, Raleigh, and Chapel Hill.[1]

Notable incidents

On November 16, 2011, James Lukinoff, an inmate at FCI Butner, was indicted for planning to assault and kill an FBI Agent involved in investigating the crime for which he was sent to prison. The indictment alleged that from February 2009 to April 2011, Lukinoff developed and pursued a plan to purchase a silencer and have a friend or family member store it until his release from prison. Once released, Lukinoff planned to retrieve the silencer and his firearm and kill the agent. Lukinoff pleaded guilty to retaliating against a federal official by threat on June 20, 2012 and is awaiting sentencing.[2]

Al-Qaeda supporter; convicted in 2010 of providing material support for terrorism for his role in a foiled plot to bomb John F. Eric Rosser 07006-028 Serving a 16-year sentence; scheduled for release in 2017. Former keyboardist for musician John Mellencamp; convicted in 2003 of child pornography charges for filming and trading explicit videos of underage girls; was one of the FBI Ten Most Wanted Fugitives prior to his capture in 2001.[7]
Samuel Israel 84430-054 Serving a 22-year sentence; scheduled for release in 2027. Founder of the now defunct Bayou Hedge Fund Group; pleaded guilty in 2008 to defrauding investors of $400 million; attempted to fake his own suicide to avoid reporting to prison; the story was featured on the CNBC television program American Greed.[8][9]

 Connolly was transferred to state prison in 2011 after serving 10 years; Schneiderhan was released from custody in 2006 after serving 3 years. Former FBI Agent and Massachusetts State Police lieutenant; convicted in 2002 and 2003 of racketeering conspiracy for aiding Mafia figure Whitey Bulger; Connolly is currently serving a 40-year sentence in a Massachusetts state prison for the murder of a witness.[10]
Conrad Black 18330-424 Released from custody on May 4, 2012 after serving 42 months. Former Chief Operating Officer of Hollinger International, a newspaper publishing company now known as Sun-Times Media Group; convicted in 2007 of mail fraud for illegally diverting millions of dollars in company money.[11]
John Walker 22449-037 Serving a 30-year sentence; scheduled for release in 2015. Died in custody on August 28, 2014. Former Chief Warrant Officer for the US Navy; pleaded guilty to espionage in 1986 for selling classified documents to the Soviet Union. Co-conspirator Jerry Whitworth is also serving a life sentence.[12]
