The Father Saturnino Urios University (FSUU) is a Roman Catholic private university run by the Diocese of Butuan in Butuan City, Philippines.

The university was founded by Rev. Fr. Saturnino Urios, S.J., the apostle of Agusan on October 21, 1901 as Butuan Parochial School for the Boys.

Presently, it has two campuses: the main campus; the College Building, the College building south and college building east in the heart of Butuan City (which houses the college academic units and administrative offices) and the Archbishop Carmelo D.F. Morelos campus at barangay Libertad (which houses the high school and grade school).

FSUU is the first home-grown university in Caraga region.

In 1901, the Butuan Parochial School was founded by Fr. Saturnino Urios, S.J.. A low building made of bricks adjacent to the old church was built to house the first students. When the state started asserting its influence and control over public and private schools, the late Fr. Jose Buxo, S.J. was believed responsible for the government recognition of the parochial school. In 1935, the Missionaries of the Sacred Heart (MSC – Dutch Congregation) took over the missionary work from the Jesuits. In 1939, the high school was opened.

In 1990, two concrete buildings were constructed in the main campus. The four-story building is where the Engineering and Technology and Nursing classes are held and the two-story houses the faculty center and chapel. Another four-story concrete building was constructed in 1997 that is occupied by the high school during the day and the college in the evening. It has 32 classrooms and 15 spaces for laboratories, library and offices. Adjacent to it is a gymnasium, which can accommodate 5,000 to 6,000 persons.

It sprawls along the streets of J.C. Aquino (formerly Zamora St.), San Francisco, R. D. Calo and Padre Burgos. With the creation of the Caraga Region, Father Saturnino Urios University faces more challenges being the only Catholic academic institution in the city of Butuan, the administrative seat.

By 2008, the university due to growing population of the grade school and high school the new campus was opened in Brgy. Libertad, known to be Archbishop Carmelo Morelos Campus. The Morelos campus houses the grade school and high school respectively and the unit in Libertad is called Basic Education department.

Supreme Student Government

The Supreme Student Government (SSG) is the highest student body organization of the college department. It has a unitary-presidential form of government. The officials are directly elected by the students every February annually. It has three branches namely: Executive, Legislative and Program Governments.

The executive department is composed of the high-ranking officials such as the President, Vice President, Executive Secretary, Executive Treasurer, and the Executive Auditor.

The legislative department is composed of the Program Representatives from different programs of the university except the Basic Education Program. Every program has four representatives. Every representatives are also assigned to their respective committee. The legislative department is headed by the House Speaker. He is elected by the members of the body.

The program governments or also known as the local government is composed of the Program Governor, Vice-Governor, etc which are also elected directly by the students from the said program.

Basic Education Program

Fr. Saturnino Urios University offers grade school and high school according to the Urian Core Values: Unity, Religiosity, Integrity, Altruism and Nationalism. Also following the new curriculum K to 12 of the Department of Education.

Basic Education Program is housed at the new Archbishop Carmelo D.F. Morelos campus in Libertad, the most modern and sophisticated Basic Education campus in the region.

Preschool and Grade School

Preschool and Grade School aims to develop Christian values, attitudes and faculties, discover and cultivate his/her talents and skills for total development.

High School

The High School aims to develop self-directed adolescents who have a deep faith in God, are imbued with attitudes and behaviours of a maturing Christian, takes pride in their culture and heritage, care for environment, and are equipped with knowledge and skills to prepare them for college life. ...

Accountancy Program

The Accountancy Program aims to develop students as empowered professionals in accountancy guided by Catholic principles and virtues, equipped with strong liberal education for the social, cultural, and economic upliftment.

Arts and Sciences Program

This program is the womb that nurtures the academic growth of the university. The program primarily develops the student's worldview, which translates into competencies in the understanding of the self as an individual, the dynamics of teamwork, the school as an organization, the society, the nation and the world as a macro environment.

The current dean is Mrs. Donna F. Espuerta.

Business Administration Program

The Business Administration Program is designed to be the source of individuals equipped to meet the demands of the corporate, industrial and entrepreneurial world of today. The program combines theoretical principles with application, at the same time instilling the virtues necessary to produce competent yet morally grounded business professionals. The program has 13 full time instructors and 18 part time instructors.

The Business Administration Program develops students and faculty to be proactive professionals in business and industry guided by Catholic principles and virtues, equipped with strong liberal education for the social, cultural and economic development of society. The program of the university provides students with relevant curriculum anchored on liberal education. Sensitive to the changes in the locality, country and the world; deliver methodologies that are inquiry-based and data-based. Nurture in the students the value of nationalism, service, social responsibility, justice and peace, self-determination, and with a deep concern for people and environment. The program is developing the students holistically in managerial and entrepreneurial competencies and other skills such as critical thinking, communication and research towards a locally-based yet globally competitive knowledge workers and industry leaders. Updating teachers and enriching curricula continually for technological innovations, trends and other developmental changes in business and information technology.

College of Law

The College of Law of Father Saturnino Urios University is committed to prepare students for the practice of law. Increase awareness among members of the legal profession of the needs of the poor, deprived and oppressed sector of the society. Train the students for leadership to contribute towards the promotion and advancement of justice and the improvement of its administration, the legal improvement of legal institutions in the light of the law in the Philippines and in other countries. The College of Law has 14 committed full time instructors.

Legal education aims to impart among law students a broad knowledge of law and its various fields of legal institutions. Enhance their legal research abilities to enable them to analyze, articulate and apply the law effectively, as well as following them to have a holistic approach to legal issues and problems in preparing the law students for advocacy, counseling, problem solving and decision-making to deal with the recognition of legal problems of the present and the future. Developing competence in any fields of law as is necessary for gainful employment, sufficient as a foundation for the future. Training beyond the basic professional degree, and to develop in them the desire and capability for continuing study and self-improvement to inculcate in the students the ethics and responsibilities of the legal profession. Produce lawyers who conscientiously pursue the lofty ideals of their profession and faithfully adhere to the ethical norms.

Computer Studies Program

The Computer Studies of FSUU boasts itself on having the appropriate technology that answers to the need of its various professional degrees including: BS in Computer Science, BS in Information Technology, and BS in Information Technology Major in Computer Animation. The department has likewise dedicated itself to provide updated knowledge and skills on the latest technologies relevant to the program. At the same time it aims to produce IT professionals that will provide technology-based solutions to business processes and other relevant concerns in all fields of study.

Criminology Program

The goals of the program aims to develop prudent, competent, and Christ-centered law enforcers who can be instrumental in upgrading the image of the police service in the country today to ensure that the people in the community is given the desired professional, just and quality service which is an indispensable tool to win back their hearts and minds.

Thus the program endeavors to provide a well founded curriculum that is responsive to the demands of the modern world with emphasis on Christianity and Patriotism; produce graduates who are equipped with academic, scientific, technological knowledge and skills in preparation for careers in crime prevention, law enforcement, scientific crime investigation and detection, and correctional administration; provide opportunity, instruction and guided experience by which the students learn the basic knowledge and acquire the skills essential to the practice of criminology; foster the values of leadership, integrity, moral, ethical and aesthetic values, accountability and responsibility while serving their fellowmen, community and country; encourage research and inquiry on the nature, causes, treatment of criminal behavior and how criminal justice agencies respond to crimes, criminals, and victims in consonance with the needs of the community; establish linkages and participation with the different law enforcement agencies and the community in the enforcement of laws, ordinances, and other regulations relative to environment protection and preservation; increase the passing percentage in the Criminology Board Examination until we obtain the 100% passing percentage.

The Law Enforcement Academy produces criminologists to with competence, commitment and conscience. As licensed criminologists, they are exempted from taking other entrance/qualifying government or civil service exam and is considered CIVIL SERVICE ELIGIBLE for the following government positions such as agents in any law enforcement agency, criminal investigator, Police Laboratory Technician, Security Officer or Correctional officer, and any positions involved in law enforcement and crime detection.

They are also qualified to work in any of the following Government Bureaus/Offices such as National Bureau of Investigation, Philippine National Police, Office of the Ombudsman and many government bureaus.

They are qualified to work in Private Business Establishments, eligible for appointment to as Police officer 1 in Chartered Cities and Municipalities and qualified for lateral entry as Police inspector of PNP.

Criminology is also considered as a Pre-Law Degree.

Engineering and Technology Program

The Engineering and Technology program of FSUU has dedicated itself to provide innovative, creative and environmentally concerned graduates, who can build tangible structures and intangible industrial solutions. The department is divided into two major areas: professional degrees and vocational programs. The professional degrees live up to its objectives through its research undertakings that focus on efficient use of readily available and sustainable resources. The program also utilizes modern technology in the process of designing and prototyping of physical structures and industrial solutions.

Nursing Program

The FSUU Nursing Program aims to produce well-rounded and compassionate professional nurses who are committed to providing quality care for the promotion of health and prevention of illness. There are 61 full time and 29 part time clinical instructors in the program.

The Nursing Program develops compassionate, sentient, rational, pro-active professional nurse and health care provider with a Christian orientation, nationalistic attitude, good health practices and values; who can contribute to the upliftment of health standards in the home, hospital, immediate community and the remote areas. The program is committed to develop professional nurses and health care providers with sensitive awareness to the health needs of society as well as a commitment to the alleviation of problems arising there from with preferential option of responding to the health needs of the sick, underserved and the marginalized. Provide the necessary knowledge, skills and attitude for the promotion of health, prevention of illness, restoration of health and alleviation of human suffering. Develop a critical, creative and reflective thinking through the use of the health/nursing process, the utilization of research findings, and involvement in the culture and arts program.

Teacher Education Program

The FSUU Teacher Education Program commits to cultivate the holistic continuing formation of every education student through constructive learning. It aims to produce quality-oriented teachers with the URIAN core values. Students in this program participate in an engaging approach which promotes maximum learning thereby keeping them abreast with the latest trend in education.
