Farm to Market Road 646, known as FM 646, is a north-south and east-west state highway that runs entirely within Galveston County, Texas. It is 22.5 miles long and runs between Hitchcock, Texas and San Leon, Texas.
History
FM 646 was originally designated in 1945 on a route from Rotan west 5 miles. In 1949, it extended south 4 miles. This route was cancelled and made a part of FM 611 in 1951. FM 646 was reassigned on a former section of FM 62 from Camden to Hortense on that same day; this route was transferred to FM 942 later that year. The current FM 646 was designated in 1952 from FM 517 to SH 6. It was formerly FM 517,[2] and before that, FM 520.[3] In 1958, it extended southwest to the Brazoria County Line. In 1961, the section of FM 646 from SH 6 to the Brazoria County Line was transferred to FM 1561. In 1964, FM 646 extended south 3.8 miles to FM 2004, replacing a section of FM 1561, which was cancelled. In 1976, FM 646 extended to IH-45 and FM 3002. In 1980, FM 646 extended east to FM 3436, replacing FM 3002. In 1982, the section of FM 3436 from FM 646 east to FM 517 was transferred to FM 646. In 1995, the section north of SH 6 became an urban road.
The Grand Parkway
FM 646 is the possible route of Texas State Highway 99, known as the Grand Parkway between Highway 146 and Interstate 45. It will become the third loop around the city of Houston. However, many businesses would have to be destroyed for the highway to be built along the FM, so a change to the plans is likely.
Route description
The highway begins at FM 2004 in Hitchcock, Texas. It runs north to Texas State Highway 6 in Santa Fe, Texas. It briefly merges with Highway 6, heading northwest, and then branches off and keeps heading north. The highway has intersections with Farm to Market Road 1764 and Farm to Market Road 517 before turning northeast and intersecting Interstate 45 soon after. The highway continues northeast and passes into Dickinson, Texas where it intersects Texas State Highway 3 and turns east before intersecting Farm to Market Road 1266. The highway intersects Farm to Market Road 3436 before turning northeast again. The highway intersects Texas State Highway 146 and passes through Bacliff, Texas. Once it reaches Bayshore Drive, it turns abruptly southeast and continues into San Leon. The highway ends at its second intersection with FM 517.
