Fan Changmi (born June 1955) is a general in the People's Liberation Army of China. Fan attained the rank of lieutenant-general in July 2013.[1] As of December 2014 he was under investigation by the PLA's anti-corruption agency.[2] Previously he served as Deputy Political Commissar of Lanzhou Military Region, one of seven military regions in China.[3]
Fan was an alternate member of the 18th Central Committee of the Communist Party of China and a member of the 11th National People's Congress.[4]
Life and career
Fan was born and raised in Laoling, Shandong. He graduated from People's Liberation Army Nanjing Military Command College.
He joined the People's Liberation Army in December 1972, and joined the Communist Party of China in April 1974. In 1998 he was appointed head of Publicity Section of Special Branch of the 47th Army, a position he held until 1999, when he was transferred to Lanzhou, capital of Gansu province, and appointed head of Propaganda Department of Special Branch of Lanzhou Military Region, later Director of Special Branch of the 21st Army. He earned the rank of major general in July 2004. In November 2005, he was appointed Director of Special Branch of Xinjiang Military District, he remained in that position until December 2006, when he was transferred to Nanjing, capital of Jiangsu province, and appointed Political Commissar of the 47th Army. Fan served as Director of Special Branch of Lanzhou Military Region from July 2012 to July 2014, and Deputy Political Commissar of Lanzhou Military Region between July 2014 to December 2014.[5][6] In December 2014, he was placed under investigation by the PLA's anti-corruption agency.[7]
