Miroslav Klose has scored a record 16 goals at FIFA World Cup final tournaments

Over 2300 goals have been scored at the 20 editions of the FIFA World Cup final tournaments, excluding penalties converted during shoot-outs.[1] Since the first goal scored by French player Lucien Laurent at the 1930 FIFA World Cup,[1] over 1200 footballers have scored goals at the World Cup,[2] but only 90 of them have scored at least five goals.

Ronaldo is the player with the second most goals, scoring 15 for Brazil.

The top goalscorer of the first edition was Argentina's Guillermo Stábile with eight goals. Since then, only 22 players have surpassed this threshold at games played at the World Cup. The first was Hungary's Sándor Kocsis with eleven goals scored in 1954. At the next tournament, France's Just Fontaine managed to improve on this record with 13 goals in only 6 games. Gerd Müller scored ten goals for West Germany at the 1970 edition, and broke the overall record when he scored his 14th goal at the World Cup during Germany's win at the 1974 final. His record stood for more than three decades until Brazil's Ronaldo scored a total of 15 goals between 1998 and 2006. Germany's Miroslav Klose would go on to score a record 16 goals across four consecutive tournaments between 2002 and 2014. Only two other players scored more than 10 goals at the World Cup: Pelé with 12 between 1958 and 1970, and Jürgen Klinsmann with 11 between 1990 and 1998.

Of the 90 players who have scored at least five goals, only five have scored, on average, at least two goals per game played: Sándor Kocsis, Just Fontaine, Guillermo Stábile, Oleg Salenko, and Josef Hügi — while Ernest Wilimowski scored four goals in his single World Cup game in 1938.[3] These top 90 goalscorers have represented 30 different nations, with 13 players scoring for Brazil, and another 14 for Germany or West Germany. In total, 60 footballers came from UEFA (Europe), 26 from CONMEBOL (South America), and only four players from elsewhere: Cameroon, Ghana, Australia, and the United States.

Just Fontaine holds the record for the most goals scored at a single tournament, with 13 goals in 1958. The players that came closest to this record were Sándor Kocsis in 1954, Gerd Müller in 1970 and Portugal's Eusebio in 1966, with eleven, ten and nine goals, respectively. The lowest scoring tournament's top goalscorer was in 1962, when six players scored four goals each. A total of 29 different footballers have been credited with the most goals at a World Cup during the 20 editions, and no one has achieved this feat twice. Nine of them scored at least seven goals in a tournament, while Jairzinho, in 1970, is the only footballer to score seven goals without being the top goalscorer that year. The 29 top goalscorers played for 17 different nations, seven players being Brazilian, and eight from Germany or West Germany. This corresponds to 19 top goalscorers from Europe and 10 from South America. All of them either won the Golden Boot or were selected as part of the All-Star Team of the tournament, with 21 players receiving both awards.

FIFA initially credited Leônidas with eight goals in the 1938 tournament, including four goals in the first-round match against Poland.[27] In November 2006, however, FIFA credited him only with a hat-trick, for a total of seven goals for that tournament, and eight during his career (he scored one goal in 1934).[28]
  2. There was a controversy regarding the number of goals scored by Ademir in 1950 because of incomplete data from the final group round game against Spain, that ended in a 6-1 victory for Brazil. The fifth Brazilian goal was credited to Jair,[30] but are now credited to Ademir.[31]
  3. FIFA initially credited Nejedlý with only four goals in 1934. However, FIFA changed it to five goals in November 2006, meaning he scored a total of seven goals overall (he scored two goals in 1938).[28]
  4. Davor Suker was part of Yugoslavia's squad in the 1990 World Cup but did not play any games. After Yugoslavia split, he joined the Croatian national team.
  5. The two initial games of the 1930 World Cup ( France Mexico[98] and  United States Belgium[99]) were played at the same time. Seven different players scored, with André Maschinot scoring two goals. The order in which these players are listed reflects the actual elapsed time in the games when their goals were scored.
