The Electrical and Mechanical Services Department (EMSD; Chinese: 機電工程署) is responsible for a wide range of services and policy in Hong Kong, China. The department is under the Development Bureau and the current Director of Electrical and Mechanical Services is Mr Frank F. CHAN, JP.[1]
The Department is responsible for the inspection and enforcement of operation and safety of many electricity and gas installations; railways and trams; lifts and escalators; amusement rides; working platforms on building sites, and many other diverse areas.
Railways Branch
In February 2008, the department absorbed and expanded the small Hong Kong Railway Inspectorate (HKRI) from the Transport and Housing Bureau (THB), renaming it the Railways Branch.[2]
The Railways Branch has regulatory responsibility for the railway lines operated by the MTR Corporation and the automated people mover operated by the Airport Authority in the terminal building of the Hong Kong International Airport, as well as (since the move from THB) Hong Kong Tramways and the Peak Tram. The former HKRI had been responsible for the railway lines operated by the then Kowloon–Canton Railway Corporation.[3]
Its main functions are:
(a) investigation of railway incidents
(b) oversight of safety practices by the railway operators
(c) assessment and approval of new railways and major modifications
(d) assessment and follow up of improvement measures by railway operators.
The unit consists of 14 professional and support staff.
Buildings Energy Efficiency Ordinance
The Buildings Energy Efficiency Ordinance came into full operation since September 21, 2012.[4] The Ordinance provides a legal basis for the mandatory implementation of the Building Energy Codes.
The Codes specify basic energy efficiency standards for four major types of buildings services installations – air-conditioning, electrical, lift and escalators, and lighting installations.
New public and private buildings covered by the Ordinance need to declare at the design and occupation approval stages that relevant requirements have been met. Buildings services installations at new buildings under the coverage of the Ordinance are required to comply with the Codes at all times.
Existing buildings are also required to enhance energy efficiency when undergoing major retrofitting works. The common areas of commercial buildings and commercial portions of composite buildings are further required to carry out energy audits once every ten years. The results of energy audits should be exhibited in a conspicuous position at the main entrance of the buildings.
