City of Rock (named after its equivalent in Rio) is a new 33-acre (13 ha) open-air venue with a planned capacity of 80,000. It will be located on the Las Vegas Strip north of the MGM-owned Circus Circus hotel and casino in Winchester, Nevada. It will be owned by a consortium composed of MGM/Yucaipa/Cirque, who will collectively spend $20 million on its development; construction is expected to begin in July 2014. Rock in Rio organizers collaborated with MGM and Yucaipa on the design of City of Rock to ensure a "very premium festival experience"; during the festival, it will have an "amusement park" inspired design, and will feature five stages, rides (such as a roulette-themed Ferris wheel and a zipline), shopping, and themed food courts.

As Rock in Rio USA will only be held biennially, MGM plans to use the site for other festivals, boxing, mixed martial arts, soccer, concerts, and sporting events as a compliment to its other venues in the area.[1][2]
