Convention of States
On March 04, 2015, Chris Hagenow called for a convention of states to propose a constitutional amendment “to impose fiscal restraints on the federal government and limit the federal government’s power and jurisdiction.”[3] Hagenow filed HJR 8, Iowa’s legal application to Congress for a convention of states under Article V of the U.S. Constitution. The purpose of the convention is to allow the states some power in the creation of the federal budget by proposing a balanced budget amendment to the Constitution. Hagenow believes that because state governments are "more efficient, more responsible and more transparent" compared to the federal government, the states should propose the amendment. [4]
