Bulacan State University Hong Kong Campus

Bulacan State University is a state-funded institution of higher learning established in 1904 by virtue of Act 74 of the Philippine Commission of 1901 as an intermediate school set up by the American regime. It was converted into a chartered state university in 1993 by virtue of Republic Act 7665. Its main campus is located in City of Malolos, Bulacan province, Philippines. It has four satellite campuses in the province (Bustos Campus in Bustos, Sarmiento campus in San Jose del Monte, Meneses campus in Bulakan, Hagonoy and Pulilan Campus in Pulilan). It also has an international campus in Hong Kong that offers graduate and collegiate degree courses.

The university is mandated to provide higher professional/technical training and promote research, advanced studies and progressive leadership. It has been identified by the Commission on Higher Education (CHED) as one of the Center for Excellence and Development institutions in the country[1] and one of the Training Centers nationwide for teachers pursuing education in areas beyond their specialization.[2]

Bahay-Saliksikan ng Bulacan (Center for Bulacan Studies)

The university's Bahay-Saliksikan ng Bulacan was established on November 24, 1997 by the Samahang Pangkasaysayan ng Bulacan, Inc. (Historical Association of Bulacan, Inc.) with the help of Bulacanese scholars including Jose PW Tantoco and Jaime B. Veneracio of the University of the Philippines, Diliman, to collect, promote, study, and research Bulacan's rich and diverse history, culture, environment, and anything there is that might concern the province, that would help enforce or create public policies and programs for either the Province of Bulacan or the Republic of the Philippines. It is funded by the Provincial Government of Bulacan and, since 2004, listed by the Komisyon sa Wikang Filipino (Commission on the Filipino Language) as a Pambansang Alagad ng Wika (National Authority on the Filipino Language) province.

Bulacan State University Hong Kong Campus (International Program Courses)

Established in 2003, by virtue of a Memorandum of Agreement signed between the Bulacan State University and Hong Kong Lifelong Education Organization (HKLEO), the Bulacan State University (Hong Kong Campus) was institutionalized.

The Hong Kong Campus was accredited and recognized by Commission on Higher Education (CHED), Accrediting Agency for Chartered Colleges and Universities in the Philippines (AACCUP), Inc., International Association of Universities (IAU) and the Ministry of Education in China.

Smart - BulSU Wireless Laboratory

To promote and upgrade the quality of engineering education, Bulacan State University partnered with Smart Communications, Inc. under the Smart Wireless Engineering Education Program (SWEEP), a first-of-its-kind industry-academe partnership in the country that seeks to improve the level of technology and engineering education of the country, particularly in the field of Electronics and Communications Engineering (ECE). SWEEP was launched on March 28, 2003, with the inauguration of the first wireless laboratory at the Bulacan State University.[3]

Mechatronics Engineering - Automation Research and Training (MEE-ART) Center

The faculty of the College of Engineering now train technicians and engineers sent by local industries as well as visiting faculty and senior students from universities in the various regions of the country. Claiming industrial-type equipment and overseas-trained instructors, the University, through its Mechatronics Engineering - Automation Research and Training (MEE-ART) Center, offers short-term training courses in basic and advanced pneumatics, industrial automation, mechatronics, electro-pneumatics and programmable logic control.

Institute of Local Government Administration

The Institute of Local Government Administration is the primary extension agency of BulSU. Created in 1995 in partnership with the Local Government Academy of the Department of Interior and Local Government and the provincial government of Bulacan, the Institute actively promotes the knowledge, skills attitudes and values that make for effective, efficient, responsive and service-oriented local governance in the cities and the countryside.

The Commission on Higher Education (CHED) has chosen the College of Education to be one of the training centers nationwide for teachers who want to be educated in areas beyond their specialization. As one of the 85 training centers all over the country chosen by CHED. Teachers in Central Luzon Region under the Department of Education underwent training for a certificate program.

Bulacan State University Language Center, located inside the Main (Malolos) campus, is an English language center, which works hand-in-hand with top universities in South Korea, Taiwan, Hong Kong and Mainland China.

Confucius Institute

In November, 2007, the Office of Chinese Language Council International (Hanban) signed an agreement with Bulacan State University to jointly establish a Confucius Institute. During the signing ceremony, it was confirmed that the Northwest University will be the Chinese partner of the Confucius Institute.

The Confucius Institute will offer various Chinese courses, conduct Chinese cultural activities and hold HSK examinations in the hope of meeting the demands of Filipinos for Chinese and strengthening communication and friendship between the two peoples.

The Chinese Language Council International is composed of members from 12 state ministries and commissions, namely, the General Office of the State Council, the Ministry of Education, the Ministry of Finance, the Overseas Chinese Affairs Office of the State Council, the Ministry of Foreign Affairs, the State Development and Reform Commission, the Ministry of Commerce, the Ministry of Culture, the State Administration of Radio Film and Television (China Radio International), the State Press and Publications Administration, the State Council Information Office and the State Language Committee . President of the Council is State Councilor Chen Zhili. Governed by the Council is the Office of Chinese Language Council International, known as “Hanban” for short.

Students Population

The University has a student population of about 35,800 enrolled students, one of the largest state universities in the Philippines in terms of population/enrollment rate.

Majority of the students are Bulakenyo, but not only the Bulakenyos were studying at the University, but also many Kapampangan from Macabebe, Apalit, Masantol, San Simon, Santo Tomas, City of San Fernando, Candaba and other towns in the Province of Pampanga. There are also students coming from nearby cities of Metro Manila.

Student Government

The Bulacan State University - Student Government (BSU-SG) provides a means for student participation in student governance in the University campuses. It assists in the protection of the rights and interests of the individual student and the student body and serves as an official voice through which students may express their opinions on issues affecting their welfare.

The Student Government operates and functions according to its constitution, resolution and ordinances.[6]

Student Organizations

The Office of Student Organizations is headed by a faculty member designed as Director for Student Organization who is responsible for the preparation of annual work plan of student organizations, their implementation, monitoring and evaluation. The Director also supervises the activities of student organizations in each college/campus/unit as prepared by the unit coordinator for student organizations.[7]

There are about 112 registered student organizations.

Student Publication

The BulSU Administration provides for optimum opportunities for the growth of campus journalism. The University shall provide opportunities that help develop responsible student publications pursuant to the constitutional mandate of freedom speech and press. All matters pertaining to student publication shall be subject to the laws of the land and the rules and regulations promulgated by the University.

Pacesetter is the official student publication of the university.

Scholarships

In the continuing effort to motivate students toward academic excellence, BSU grants scholarships free tuition/stipend to qualified and deserving students. The office of Scholarship and Financial Assistance helps undergraduate students reach the goal of graduation by providing financial assistance service. Through this office, the University provides scholarship grants and financial assistance to needy but deserving students.

Types of Scholarship

The types of scholarships and grants are (a) Institutional Scholarship, (b) Private Scholarship, (c) Barangay Scholarship, and (d) Financial Assistance. Any qualified student may only avail of one type of scholarship or assistance in any given semester.[8]

There are 82 Scholarship Providers for students.

Vision

The University's vision is to become a recognized leader for excellence in instruction, research, extension and production services, a key player in the education and formation of professionally competent, service oriented, and productive citizens, and a prime mover of Philippine's sustainable socioeconomic growth and development.[29]

Mission

The University shall provide higher professional, technical and special instruction for special purposes and promote research and extension services, advanced studies and progressive leadership in Agriculture, Commerce, Education, Fishery, Engineering, Arts and Sciences, Law, Medicine, Public Administration, Technical and other fields as may be relevant. (Sec. 2, R.A. 7665).[29]

Controversies

On August 22, 2014, Seven students from the University drowned after being carried by a flashflood in a national park in Bulacan while having a field trip. One of the students who survived said that no teachers joined their field trip, instead, they were accompanied by tour guides. Furthermore, the students joined the field trip because one of their teachers would exempt to the final exams those who would join the said field trip. Parents and families of the victims planned to sue the University after the tragedy.

This issue has been brought to senate inquiries, attended by the University President Mariano C. De Jesus.

One of the victims' and her boyfriend's tragic love story was televised on ABS-CBN's MMK (Maalaala mo Kaya) on September 13, 2014, starring Manolo Pedrosa and Janella Salvador.
