Bangladesh University of Textiles (Bengali: বাংলাদেশ টেক্সটাইল বিশ্ববিদ্যালয় Bangladesh Textile Bishshobiddalôe) (informally known as Textile University or simply as BUTex), is the first-ever and only public university in Bangladesh specializing in Textile Engineering.[1][2]
History
Bangladesh Textile University is the only university in Bangladesh that specializes in textiles. It meets the need for textile engineering and technology education in Bangladesh and around the world.
During the British colonial rule in 1921 a weaving school was established in Narinda, Dhaka to provide textile technician education by offering artisan-level courses. It was named East Bengal Textile Institute, which was upgraded to offer diploma courses in textile technology and renamed East Pakistan Textile Institute in 1950. In 1960, the institute was transferred to its present campus at Tejgaon Industrial Area. In 1978 the institute launched a four-year bachelor degree in Textile Technology by affiliation with the University of Dhaka and was renamed College of Textile Technology. It was declared as a university in 2010 by passing an act called Bangladesh University of Textiles Act and inaugurated on March 15, 2011.[4]

Background of BUTex
The earts-while College of Textile Technology an economically important institute of its kind in the country under the administrative control of the Ministry of Education through Directorate of Technical Education offers B.Sc in Textile Technology/B.Sc in Textile Engineering/B.Sc. in Textile Management courses as a constituent College of the University of Dhaka. The Institute was established in 1950 offering Diploma course in Textile Technology. In 1978, the Institute was upgraded into College of Textile Technology and degree courses in Textile under the University of Dhaka has been introduced. Initially intake was only 60 per year and since the introduction of degree course, till now more than 2000 Textile engineers have been graduated from this college.
Textile industry in Bangladesh is the most important industrial sector as more than 78% of the total export earnings comes from this sector. The industry of the country has been rapidly expanding with the ever-increasing demands for textile goods in local and foreign markets. Unfortunately, neither the production level nor the international quality standard of the output has reached the desired scale. The poor added value of locally produced export-oriented RMG items in not only because of non-availability of fabrics of desired quantum but also of quality. The prime factors of quality formation include not only raw material and technology but also the required expertise of the man behind the machines. Therefore, to overcome these drawbacks, equipping the textile industry with required qualified manpower having updated technical knowledge, expertise and skill appears to be essential in building the appropriate backward linkages at the shortest possible time to face the challenges of quota free Post-MFA period.
Considering the importance of Textile education & research, the govt. has taken initiative to upgrade the College of Textile Technology to a University. For this purpose, “Bangladesh Textile University Act,2010 (Act no. 49, 2010) has been passed by the Bangladesh National Assembly and the Honorable President has given consent to the act on 5, October, 2010. The act was made effective from 22, December, 2010 as per SRO No. 395-law/2010 date 20 December 2010 of the Ministry of Education. Honorable Prime Minister has officially inaugurated the Bangladesh Univsersity of Textiles on 15 March 2011.
With the existing facilities and infra-structure , academic programmme of the univeisty has been started in three faculties and six departments. On the otherhand a development project has been undertaken for upgradation of the College of Textile Technology to Bangladesh University of Textiles by enhancing physical facilities of the College. A meeting of the internal project evaluation committee of the Ministry of Education chaired by Secretary, Ministry of Education held on 08-09-2010 to consider the DPP of the proposed project submitted by the Directorate of Technical Education. As per decision of the meeting the name of the project has been changed as “Establishment of Bangladesh University of Textiles” and (Annexure: VI), revised DPP has been submitted to the Ministry of Education which was sent to the MoF finance and Planning Commission. As per decision of the interministral committee for finalizing man-power requirement of the PIU, held on 21-03-2011 (Annexure : VII), the DPP has been revised. As the University has already started functioning Directorate of Technical Education is replaced by University Grand Commission as executing agency. The revised DPP has been sent to the planning commission vide memo no. শিম/পরি শাঃ ৪/টেঃবিশ্বঃ/১৭/২০১০/৬৯৮ তারিখঃ ১১/০৭/২০১১ The planning commission vide memo no. পক/শিক্ষা/কাঃশিঃ/৯৮/২০১১/৮৮ তারিখঃ ৩১/১০/২০১১ (also DO letter from Finance Minister) informed the Ministry of Education that approval of the project was not possible in that financial year due to the shortage of fund, subject to the allocation of sufficient fund, the project may be considered in the next financial year. In that proposed DPP, the civil works has been estimated on the basis of 2008 PWD rate schedule and it was also necessary to revise the implementation period. According to advice of the Ministry of Education, the DPP has been revised with civil work estimation on the basis of PWD rate schedule oct’2011 and revised implementation schedule.
