Baia Mare Urban System or Baia Mare Metropolitan Area is an unincorporated entity, formed by association under a Convention in 2006, signed between the city of Baia Mare and nine neighboring localities (towns and communes), for economic, social and environment development. Each locality maintains its administrative autonomy.[1]
For the 2014-2020 period, Baia Mare Metropolitan Area is slated to be an important instrument for accessing EU structural funds, which will enable the implementation of local infrastructure investment projects, thereby increasing the quality of life and reducing disparities between localities.[2]
At 1 October 2011 the population and housing census put the population of the area at 215,932 inhabitants, with the city proper having 123,738 residents according to the 2011 census.[3]
Territorial context
Baia Mare Metropolitan Area includes a territory with an area of 1395.38 km² (22.2% of the Maramureș County), on which are found the county's specific landforms (mountainous area – Gutâi Mountains; lowland and hilly area – Baia Mare), hydrographic network consisting of Someș River and its tributaries (Lăpuș and Săsar rivers).
Subdivisions
The Baia Mare Metropolitan Area consists of 19 administrative-territorial units: a municipality (Baia Mare), five towns (Baia Sprie, Cavnic, Seini, Șomcuta Mare and Tăuții-Măgherăuș) and twelve communes (Cernești, Cicârlău, Coaș, Coltău, Copalnic-Mănăștur, Dumbrăvița, Groși, Mireșu Mare, Recea, Remetea Chioarului, Satulung, Săcălășeni and Valea Chioarului).[4]
Economy
There is a basis of banking financial facilities in all urban localities, especially in the municipality of Baia Mare. Likewise, there is an investment dynamics in productive activities (light industry, food, wood), and transmission and distribution services, especially in Baia Mare–Recea–Tăuții-Măgherăuș–Seini area.[5] Baia Mare, in company with the municipality of Oradea, represents the inter-county influential urban center, with polarizing functions for surrounding areas belonging to Satu Mare, Sălaj and Bistrița-Năsăud counties.[6]
Young people have a higher share in total population, as against the average per county and country, and the unemployment rate is lower in rural areas. Existing unemployment is caused by mine closure and is higher in Baia Mare, Baia Sprie and Cavnic.
The SUBM establishment is needed for several reasons, the most important being:
- creating of a favorable environment to attract major investments;
- devising a common strategy on SUBM sustainable development (economic, social, environmental);
- developing community projects with European funding;
- realizating investitions regarding the infrastructure (utilities, transport, roads, etc.);
- creating a transparent and competitive public administration, that to collaborate effectively with business and local community;
- conserving the cultural heritage and the local identity.
