- Arrondissement of Châteaulin, (subprefecture: Châteaulin) with 7 cantons and 61 communes. The population of the arrondissement was 83,346 in 1990, and was 81,534 in 1999, a decrease of 2.17%.
- Arrondissement of Morlaix, (subprefecture: Morlaix) with 10 cantons and 60 communes. The population of the arrondissement was 122,873 in 1990, and was 121,331 in 1999, a decrease of 1.25%.
- Arrondissement of Quimper, (prefecture of the Finistère department: Quimper) with 17 cantons and 82 communes. The population of the arrondissement was 290,418 in 1990, and was 296,012 in 1999, an increase of 1.93%.
