A referendum on the Civil Concord Law was held in Algeria on 16 September 1999.^[1] The Concord was aimed at ending the Algerian Civil War, and allowed Islamist fighters not guilty of murder or rape to avoid prosecution if they turned themselves in. It was supported by 98% of voters with an 85% turnout.^[2]
