Development

Aram Rappaport directed the film from a script he wrote and developed with the help of Hilary Shor. Rappaport's second feature film, 2013’s Syrup (film) — an adaptation of the 1999 novel by Max Barry — starred Amber Heard and actor Shiloh Fernandez, both hired by Rappaport before their careers had taken off. “My relationship with Aram was formed under the trials of shooting on such a small budget,” says “Jekyll Island” producer Hilary Shor, whose other recent credits include The Paperboy with Nicole Kidman and Zac Efron and Lee Daniels The Butler. “I have faith he will develop into an extraordinary filmmaker, and I was happy to be able to nurture that talent.” said Shor.[4]

The two began developing the script during the shoot for Shor's movie, The Paperboy. "The recent events transpiring within our federal government make this film topical and poignant. I think we’re all wondering what’s going to happen to our money", Shor said about what inspired them for the movie.[2]

Creative Artists Agency and The Gersh Agency are credited with movie packaging. Rappaport is managed by Gersh. [5]

Casting

On October 29, 2013, it was announced that Frank Grillo and Minnie Driver will be starring in A Conspiracy on Jekyll Island as a married couple. Dianna Agron, John Leguizamo, Ed Westwick, and Maggie Q will be joining them.[2] On November 25, 2013, it was reported that AnnaSophia Robb will be portraying the duo's character cancer-stricken daughter. On December 2, 2014, Variety reported that Mary McCormack had been added to the ensemble.[6] Rappaport admitted that Agron's character is a "total badass" and is one of the lead roles.[7][8] Agron said that her character is "much more aggressive" than her past roles.[9]

Filming

Principal photography took place in Chicago and New Buffalo, Michigan during November 2013.

The Chicago Sun-Times Splash magazine reported "Aram has very fond memories of what Dianna was like on set, even recalling one “hilarious” moment involving the former Glee star: “While we were shooting, there was a fight on HBO that Ed Westwick, Frank, and Minnie wanted to watch. They convinced the owners of the house we shot at to let them watch it on the big-screen TV. I go to check up on them, and someone is yelling about the fight, ‘Come on, hit ‘em! Hit ‘em!’ And it’s Dianna! Dianna is freaking out in front of the fight, putting up her fists, aggressively angry at the TV. It was a hilarious moment.”[2][10]

Filming wrapped in December 2013.[11]
