Hosting

Several countries have declared their interest in hosting the 2023 Rugby World Cup, both countries that have already hosted RWC matches, and countries looking to host a tournament for the first time. World Rugby may select the hosts for the 2023 and 2027 at the same time (as they did with the 2015 and 2019 tournaments).[1] The bidding schedule is as follows:[2]

Date Event
14 May – 15 June, 2015 Unions submit an expression of interest
May 2016 World Rugby releases tender documentation
June 2016 Deadline for unions to confirm their intent to tender a bid
May 2017 Host for the 2023 Rugby World Cup is announced

Previous hosts

Among the previous hosts, South Africa is considered one of the frontrunners to host the 2023 competition, having bid unsuccessfully for the right to host the 2011, 2015, and 2019 tournaments.[3][4]

The Irish Government and the Northern Ireland Executive, together with the Irish Rugby Football Union, formally announced on 5th December 2014 their intentions to launch a bid.[5] Ireland's bid is likely to include rugby stadiums and Gaelic games stadiums.[6]

France, which hosted in 2007, has reportedly expressed interest in hosting the 2023 tournament.[7]

Certain rugby nations are unlikely to host in 2023, given that the country or the region has recently hosted a World Cup. For example, Australia Rugby Union's CEO Bill Pulver stated that Australia may not host another World Cup until 2039;[8] Australia hosted in 2003 and neighboring New Zealand hosted in 2011.

New hosts

Several new countries have expressed interest in hosting the 2023 tournament. The United States (possibly co-hosting with Canada) is anticipated to bid to host the 2023 and/or 2027 Rugby World Cup.[9] The U.S. is considered to be one of the favorites to win the right to host the 2023 or 2027 Rugby World Cup.[10] World Rugby CEO Mike Miller stated in 2010 that the U.S. would host a Rugby World Cup, stating that "it's a question of when, not if."[11]

Argentina has also expressed interest, with Argentina's World Rugby Council representative Agustín Pichot stating that he wants to bring the tournament to Argentina in 2023.[12][13][14]

The Italian Rugby Federation (FIR) confirmed in March 2015 its intention to bid for the 2023 Rugby World Cup.[15] Italy lost to England by just three votes on the right to host the 2015 tournament.
