Richard Hershel Bloom (born June 22, 1953) is an American politician currently serving in the California State Assembly. He is a Democrat representing the 50th district, encompassing West Los Angeles, Beverly Hills, and the surrounding area. Prior to being elected to the state assembly, he was mayor of Santa Monica.
