Rajiv Awas Yojana

Rajiv Awas Yojana(2013-22) is a scheme of Government of India for the benefit of poor in urban areas.[1]The Cabinet Committee on Economic Affairs approved the launch of the Rajiv Awas Yojana (RAY) as a Centrally Sponsored Scheme (CSS), to be implemented in Mission mode during 2013-2022.[2] It aims to provide them with Shelters or Housing free of cost. The Scheme aims to make India Slum-free by 2022. It is currently running as a Pilot Scheme[3] and would be launched shortly in mission mode.[4] Government has earmarked Rs. 32,230 crore for implementation of this scheme during 12th Five Year Plan.[1] One Million beneficiaries are proposed to be covered under Rajiv Awas Yojana.[5]

Objectives

Improving and provisioning of housing, basic civic infrastructure and social amenities in intervened slums. Enabling reforms to address some of the causes leading to creation of slums. Facilitating a supportive environment for expanding institutional credit linkages for the urban poor. Institutionalizing mechanisms for prevention of slums including creation of affordable housing stock. Strengthening institutional and human resource capacities at the Municipal, City and State levels through comprehensive capacity building and strengthening of resource networks. Empowering community by ensuring their participation at every stage of decision making through strengthening and nurturing Slum Dwellers’ Association/Federations

Finances

Central financial assistance

Central financial assistance available under RAY is 50% for cities with population more than 5 lakh, 75% for cities with population less than 5 lakhs (census 2011) and 80% for cities in North Eastern and Special Category States irrespective of their population with upper ceiling of per Dwelling Unit cost including infrastructure at Rs. 5 lakh, Rs. 4 lakh and Rs. 5 lakh respectively for above category of cities.[2]

Implementation

Rajiv Awas Yojana will cover all towns, cities and urban agglomerations in India. The selection of which will be made by the States in consultation with the Centre giving priority to District headquarters, cities of religious, heritage and tourist importance with due consideration to the criterion of pace of growth of the city, of slums within the city and predominance of Scheduled Caste, Scheduled Tribe and minority population and other weaker and vulnerable section of the society.[1]
