The film was initially titled Thiruppangal but was later renamed as Pudhiya Tiruppangal.[4] Reports claimed that singer-turned-actress Andrea Jeremiah would play a prostitute, but Sharada clarified that she portrays a journalist in the film.[5] Bollywood actress-cum-model Surveen Chawla makes her Tamil film debut in an important role,[5] while newcomer Darani plays the 13-year-old child who is trafficked.[3] Madhu Ambat, who had won a National Film Award for his work in Sharada's debut film Sringaram was signed as the cinematographer again, while Vidyasagar agreed to compose the film's music.[5] The director will be introducing Rajalakshmi as editor in this film.[6]
