Prabhat Kumar is a former governor of Jharkhand[1] and a former cabinet secretary in the Government of India.[2]

Prabhat Kumar was born and brought up in Bihar.
Career
An IAS officer, he served as India's Cabinet Secretary from April 1998 to October 2000.[3]
