Phyllonorycter zelkovae is a moth of the Gracillariidae family. It is known from Japan (Honsyu and Kyusyu).

The wingspan is 6–7 mm.

The larvae feed on Zelkova serrata. They mine the leaves of their host plant. The mine is ptychonomous and created on the lower surface of the leaves.
