Phillip Bartlett (June 22, 1959 – August 9, 2001) was an American voice actor best known as the voice of Mewtwo in Pokémon: The First Movie. He was commonly misidentified as Rodger Parsons, although they are two separate people with the same name.

Bartlett was born and raised in Shakopee, Minnesota, the son of Sheila and Calvin Bartlett. He attended Shakope High School and later went on to the University of Minnesota, where he was a member of psychology and minored in architecture.

On August 9, 2001, Bartlett died on the medical table when surgeons were fixing the aorta (it had a rip in his heart) at 1:15 AM, inside a Cleveland hospital.
