Patna New City or New Patna is a proposed neighbourhood of Patna, Bihar.

Hafeez Contractor, one of India's best known architects, plans to develop a world city alongside the river Ganges in Patna, on the lines of Dubai,[1] that will boast of eco-friendly buildings and water sports facilities. Contractor submitted his proposed plans to the state government during his visit to Patna on 24 April 2012. Chief Minister Nitish Kumar is reportedly impressed by Contractor's plans to develop a future city in Patna.[2]

Hafeez Contractor recently submitted a proposal to the state government to develop a fully planned city in the form of New Patna alongside the river Ganga over an area of 1700 acres. The city would consist of eco-friendly buildings and water sports facilities besides a green park very similar to New York Park. Contractor mooted this idea to Chief Minister Nitish Kumar when he was in Mumbai for the Bihar Diwas celebration. Nitish asked him to come down to Patna and submit a detailed proposal to this effect. On 24 April 2012, Contractor visited Patna with his detailed proposal and had a meeting with the concerned officials in this regard. Hafeez’s masterplan includes residential, commercial and entertainment centres to be developed on an area of 300 acres while he intends to develop more than 350 acres as green fields.The proposed plan also includes a park to be developed on an area of around 600 acres.[3] Other facilities slated to come up at the city include malls and shopping complexes, 5 star and 7 star hotels, hospitals, schools, fitness centres, sports centres, art galleries and convention centres. All the proposed facilities will be constructed on eco-friendly lines with utmost regard to the conservation and development of the natural heritage alongside Ganga. All the officials including Chief Minister are highly impressed by Contractor’s plan. After Contractor met him in this connection, Kumar has asked development commissioner A.K. Sinha and top officials of the urban development department to have a meeting with Contractor to discuss it.[4] All the high-rise buildings and apartments will be constructed on eco-friendly lines with water sports facilities on the river side.[5] They are also upbeat about the project going through as the land acquirement for the project would not be an issue as most of the property is a sandy terrain alongside the river Ganga.

According to Contractor Patna has the potential to become a city like Delhi or Dubai. "Patna has a lot of potential with regard to infrastructure development, especially with the positive leadership in the state," he said.

Contractor is already working in Patna. In Early 2012, the Bihar State Housing Board (BSHB) selected him for the re-development of the housing board’s flats here.[7]

Ganga Path project

Work on the 23.50 km long Ganga Path from Digha to Kachchi Dargah along river Ganga is likely to start this year. Ganga Path project which has been in pipeline for many years, dubbed as the Marine Drive of Patna, the Ganga Path or Ganga Expressway will connect Digha to Kacchi Dargah along the river Ganga. The tender for the same is likely to be issued by the second week of May by Bihar State Road Development Corporation and the contract will be finalized by June.[8][9]

The total cost involved in this mega project is INR3,160 crore, having time interval for its completion to be four years. After the private investors failed to appear on the horizon, the State government itself decided to go ahead with the project. The Cabinet has given approval to take loan of INR2000 crore from Housing and Urban Development Corporation (HUDCO) and the rest amount of INR1,160 crore is to be raised through the State resources. HUDCO has agreed to provide the loan at a floating interest rate of 10.75%, to be returned in 16 years after completion of the project. Out of total budget, a sum of INR2,770 crore will be spent on the construction of road and elevation work and INR390 crore on land acquisition and utility shifting.

The expressway will ensure a smooth flow of traffic between east to west Patna, and also ease the traffic congestion at Ashok Rajpath. There will be nine points on the expressway connected to Ashok Rajpath. It will be a toll road. The much anticipated project will give breath to the heavily congested roads of east to west Patna. It will not only give a beautiful riverfront but will also give boost to the economic activities of the area.[10]

Bid

Bihar State Road Development Corporation Ltd (BSRDCL) has announced to take up the construction of 21.5 km stretch from Digha to Didarganj at in Patna on engineering, procurement and construction (EPC) mode. The company has floated Request for Qualification cum Request for Proposal (RFQ cum RFP) to select a bidder for the INR32 billion project, christened ‘Ganga Path’. Financial bids will be opened in June 2013. BSRDCL plans to spend INR28 billion on the construction of the road and elevation work and INR4 billion on land acquisition and utility shifting.

The ‘Ganga Path’ project forms a vital part of the ‘Vision 2021’ plan announced by Nitish Kumar, Chief Minister of Bihar in November 2005. It is to be modelled on the lines of Mumbai’s Marine Drive. The project received the State Government approval in August 2012. It was earlier proposed to be constructed in the Public-Private-Partnership (PPP) mode. But despite repeated attempts, the project failed to attract investors. Hence, the state government now plans to execute the project on its own.

In March 2013, the state cabinet cleared the proposal to seek a INR20 billion loan from Housing and Urban Development Corporation (HUDCO) for financing the project. The remaining INR12 billion will be managed by the state through its internal resources. ‘Ganga Path’ project is expected to be commissioned in four years time from the date of awarding of the contract.[12]
