Moreira Franco

Wellington Moreira Franco (Portuguese pronunciation: [ˈwɛlĩɡtõ moˈɾejrɐ ˈfrɐ̃ku], Teresina, October 19, 1944) is a Brazilian politician. He was governor of the state of Rio de Janeiro from 1987 to 1991 and also the mayor of Niterói city from 1977 to 1982.[1] He taught Sociology at Fluminense Federal University.
