Manipur University was established on 5 June 1980, under the Manipur University Act.1980 (Manipur Act 8 of 1980), as a teaching cum-affiliating University at Imphal with territorial jurisdiction over the whole of the state of Manipur. It was converted into a Central University w.e.f. 13 October 2005. The Manipur University Act No.54 of 2005 received the assent of the President on 28 December 2005.
The University is located at Canchipur, Imphal, the capital city of Manipur, India. The University campus is spread over an area of 287 acres (1.16 km2) in the historic Canchipur, the old palace of the kingdom of Manipur. The Langthabal Palace(Konung) was established by Maharaja Gambhir Singh in 1827 (October) just after the liberation of Manipur from Burmese occupation. Maharaja Gambhir Singh took his last breath in Canchipur.
College Development Council (CDC)
As envisaged in the policy programmes of the UGC for the development of Collegiate education, College Development Council, MU was set up at the Manipur University under syndicate resolution no. 5 dated 1-10-1985, to ensure the proper planning and integrated development of affiliated colleges. At present Dr. RK Rajan Singh, Director i/c is looking after the affairs of the CDC and there are 22 members of the CDC with Vice-Chancellor as its ex officio chairman.

His Excellency, the President of India, is the Ex Officio Visitor of the University and His Excellency, the Governor of Manipur, is the Ex Officio Chief Rector. The Chancellor is the Chairman of the Court of the University, and the Vice-Chancellor as the principal executive and academic officer of the University is the Chairman of the Executive Council, the Academic Council,the College Development Council and various other Statutory Bodies of the University. Centers
As an extension of the Computer Centre there is one ICR (Intelligent Character Recognition) center which is dedicated for the work of Examination processing and Registration work. The ICR section is equipped with the specialized Hardware equipments -two Fujitsu Scanners, two Heavy duty HP LaserPrinter, One Server and six PCs.
The Officers of the Computer Center were actively engaged in software development, training work and at times as resource persons for the UGC sponsored refresher courses organized by other departments.
Educational Multimedia Research Centre
The Educational Multimedia Research Centre, formerly Audio Visual Research Centre, Manipur University, was established in 1989 with full assistance from UGC. The educational programmes produced by this centre are intended to upgrade, update and enrich the undergraduate syllabus. It is one of the seventeen such media centres attached to universities and institutes in the country and the only media centre in the North Eastern States of India.
The centre has 15 staff members including one Director, one Jr. Research Officer, one Asst. Engineer, two cameramen, one Section Officer, one graphic artist, two production assistants, one technical assistant, one stenographer, one Jr. Asstt., one driver-cum-helper and two attendants.
Facilities: The centre has facilities for shooting, recording and editing of video programmes. The centre produce both outdoor and indoor video programmes. It has a video library of master copies of the programmes produced by the centre and collection of other video programmes from other centres. It has programme viewing facilities for students and teachers for the cultivation of audio-visual culture of education.
The centre has procured and installed non-linear editing system and other DPS velocity system. The center will have site interactive transmission (SIT) with assistance from Indian Space Research Organisation for live telecast of programmes, enabling student viewers to interact with subject experts by directly up-linking with EDUSAT.
Programme production: The centre has so far produced 115 ETV programmes from 1990 till now. Mr. Atal Bihari Vaipayee, former Prime Minister of India, during his visit to Vietnam, from 7–10 January 2001, presented a package of educational programmes including three programmes produced by EMMRC, M.U. to the Vietnamese Television. The three programes are (1) Huyen Lalong (2) Kalaripayatt (3) Affinities and Differences.
The centre has so far won 14 awards in UGC-CEC Educational Video Competition since 1997. Some of the award-winning productions are "Tupis' Nanas", "Moibung", "Food Chain", "Imphal Battle", Meitei Women", "Nupi Keithel", "Dancing Hands", "Learning First Aid-II", Pitchfork Bifurcation", "Women form the cloud", "Feathered Guests-II", "Goshem", "Chilli" and "Waiyu of Chothe".
The Center for Manipur Studies
The Center for Manipur Studies was established as an area studies center under the UGC sponsored scheme with the main objective of teaching and research in history, culture and languages etc. for promoting national integration and progress in a backward and sensitive region of the North Eastern India. The centre was started in February, 1989 as a Center for Manipuri Studies and Tribal Research. It was functioning with two co-ordinator -one for the Center for Manipuri Studies and the other for Tribal Research. Later the nomenclature was changed to Center for Manipur Studies. The center is at present functioning with a Director, one Section Officer, One Technical Assistant, two Guests Faculty and one Peon. It has an Advisory Committee consisting of 16(sixteen) members with the Vice Chancellor as the Chairman.
The Center has so far published 25(twenty-five) research works. Some of the recent research monographs that have been published are "East and South-East Asia : Folklore and Cultural Affinity with Manipur (Part-I)", "Identities of the migrated people of Manipur", etc. The following research monograph are to be published soon viz (i) Formation and Functioning of District Councils in Manipur Hills (ii) Tribal Land System in Manipur (3) Bibliography of Tribal Studies (4) The kharam Tribe of Manipur. The center is also organizing Seminars, Symposiums and Group Discussions from time to time.
Centre for Myanmar Studies
It is an autonomous centre in the Manipur University funded by University Grant Commission (UGC) working since this year (2005). The Centre offers a Six-Month Certificate Course in Myanmarese Language (July-Dec.) and (Jan -June) for the benefit of young scholars who would like to study Myanmar from their own disciplines. Further, it also extends this facility to the young entrepreneurs and tourists for the working knowledge in Myanmarese language. For this category one must complete at least XII standard.
Further, the Centre offers an Indo-Myanmar research programme in select areas under an MOU signed between the Governments of India and Myanmar with financial assistance to the tune of 12000 Kyats per month and other perks and facilities from the side of Myanmarese Government.
The Centre also encourages the faculty members, Post Doctoral and Master Degree holders and Research Scholars to undertake research works, publish research articles and materials/works, extension of talks and lecture programmes with the co-ordination of different Ministries of the Government of India, other research Institutions and Organisations all over the world and the authority of the University.

Centre for Developmental Studies
The Centre for Developmental Studies conducted Three Months Intensive Diploma/Certificate Course as Basic-I and Three Months Intensive Diploma Course as Basic-II in Japanese language from time to time.
Library
Manipur University Library is the nerve centre of academic activities for students, teachers and staff of the University. It is also a referral Library of the State. It is used regularly by more than 2,264[citation needed] members out of these 1278[citation needed] are P.G. Students, 500[citation needed] Research Scholars, 136[citation needed] Teachers, 350[citation needed] non-teaching staff, and also by government employees, college teachers and students. Since its inception in 1972, it has been playing a very vital role in updating the knowledge of the learners and information seekers. The present three-storied building has a total area of 900 square meters.
The Library has a collection of more than 1,20,000[citation needed] books and subscribes to 280[citation needed] national journals and 43 foreign journals as hard copies. It has been identified as one of the member of UGC-INFONET and readers have been provided facilities for direct access to e-journals. The entire collection of the library can be browsed through INTRANET within MU-campus. An intelligent searching mechanism of available document is also incorporated with the system. The library remains open from 9 am to 5 pm on all working days. On Sundays it remains open from 10 am to 3:30 pm.

Manipur University Alumni Association (MUAA)
The Manipur University, which was established since 5 June 1980, has been playing a pivotal role in promoting higher education in the North Eastern corner of India. This University may be called the Gateway of India to the South East Asia. It has, so far, produced more than 15,000 Post Graduate degree holders, 700 Ph.D. degree holders and many diploma and certificate holders in Science, Social Science, Humanities and Medical Sciences.
These Ex-students of the University who are in different walks of life and in various professions are contributing their mites in bringing out socio-economic upliftment of the nation in general and the state of Manipur in particular. Considering the significance of joining hands together of the alumni, a body named the "MANIPUR UNIVERSITY ALUMNI ASSOCIATION" was established on 11 November 2004.
The aims and objectives behind the formation of this Association are:
- to compile, maintain and up-date from time to time a directory of all the members of the Association.
- to create and develop a healthy cooperation, exchange of idea and views amongst the member alumni.
- to stimulate amongst the members of the association dedicated thoughts and efforts towards the development of the University.
- to provide cooperation and coordination from time to time on the vital issues of the University.
- to institute prizes and awards for outstanding performance in the field of competition, project work, research papers and other professional activity by research scholars of the University and
- to institute and establish, grants, awards and prizes to encourage curricular and extra co-curricular activities amongst the students community of the University in particular and students community of the state in general.
To enable to achieve the above objectives, the association will undertake the following activities:
- organizing conference, seminar, workshop, symposia, debates and essay/ quiz competition etc. on vital issues so as to enrich the academic knowledge of the member alumni in particular and students community of the state in general.
- publishing books, journals, periodicals, Newsletter and other relevant documents and literature from time to time.
- arranging lectures or academic panel discussions on topics connected with state issues and other vital issues.
- undertaking any other activity or activities for the fulfillment of the objectives of the association.
Health Centre
The University Health Centre provides health care to the students, staff members, scholars, residents of the Campus and also to all the out-patients from the surrounding areas of the University Campus. It is headed by a Chief Medical Officer, a Resident Medical Officer (PT), one Dental Surgeon (PT), one staff nurse, one pharmacist-cum-typist and one peon.
The main objective of the Health Centre is to provide health care to all to the extent possible. The Health Centre also provides medical attention and care during the University Week, Youth Festivals, Sports meets, NSS Camps, etc.The Centre also arrange yearly Pulse Polio immunisation from time to time.
The centre is getting specialist facilities for Eye, E.N.T. and Skin from Regional Institute of Medical Science, Imphal for two days in a month as an Urban Centre.
Hostels
Men's Hostel: The hostel currently provides accommodation to about 168 students. The hostel mess is run and managed by the boarder students who are assisted by about 11 staff members including 8 casual workers. By and large, the hostel provides hygienic food with reasonable quality at well affordable mess fee. By the year 2007 three more hostels for boys will be available, thereby increasing the total accommodation capacity to 566
Women's Hostel: The Manipur University, Ladies Hostel was established on 24 July 1982. Its foundation stone was laid down by Late Shri Rajiv Gandhi, the then Member of Parliament. Later on, in February 2001; the Hostel was extended to accommodate more students. The Hostel currently has the provision of accommodating 150 Students. The Manipur University, Ladies Hostel ensures that students belonging to different communities and coming from different and often far places have a safe and secured place to stay. It provides a conducive atmosphere for students to excel not only in academic pursuits but also in extra-curricular activities. By the year 2007 altogether five hostels for girls will be ready for accommodation of 675 girls.
Hostel for Research Scholars: Two hostels, one for men and one for women, having rooms with attached bath shall be ready, by the end of the X-Plan period.
An International Students Hostels with modern amenities is also coming up.
University Guest House
The Manipur University has a Guest House in its campus. The Guest House has, at present, 17 two-bedded rooms of which 6 rooms are at the ground floor while 11 rooms are at the first floor. The second floor is under construction.
The room-tariff is Rs. 50/- per bed per day for official duty while the tariff is Rs. 100/-per bed per day in case of private guest. The charge for one vegetable-meal (lunch or dinner) is Rs. 35/- and one non-vegetable-meal(fish curry) is Rs.40/-. The charge of one breakfast is Rs. 15/-
Employment Information and Guidance Bureaue
The University Employment Information and Guidance Bureau, Manipur University Canchipur was opened on 15 September 1989. One Chief, (Senior Faculty of M.U.) is the Head of this Bureau and he is assisted by one Deputy Chief, one R.A.; one U.D.C.; two L.D.Cs.; and two Grade – IV; of the Directorate of Employment. The main function of the Bureau is to disseminate the Employment Information for various courses or studies; syllabus etc. for higher studies in India and abroad to the University alumni; to register graduates, postgraduates and professional graduates. Further it is also to render vocational guidance to the students individually or in group and to collect and disseminate the occupational information, Training facilities, Financial assistance available in India and abroad; information for competitive examination including coaching for job-aspirants etc. However due to non-availability of the funds some of the above objectives are yet to achieve. It is now proposed to perform some functions with the help of some agencies for the betterment of the alumni. Above all, reports and returns of job-seekers are submitted to the Director General of Employment Exchange and Training, New Delhi on monthly, quarterly, half yearly and annually on regular basis.
The Aims and Objectives of the Bureau are the following:
- To register persons holding bachelors or higher degree or equivalent diploma in a profession or specialized course national register (G.1) should be completed and sent to the C.S.I.R. in respect of scientists and Technical Section of the national Register maintained by the C.S.I.R.
- To register persons holding a Master’s or Higher degree of post Graduate diploma or equivalent.
- To make the Unemployment Youth acquaint with the facilities and incentives available with various Department under self-employment promotion programme.
- To assist applicants in securing admission to various courses of studies offered by the University in India and abroad.
- To give information and guidance to the University alumni.
- To give information on various courses of studies syllabus etc. for higher studies in India and abroad.
- To assist in individual problems pertaining to education and Vocation under Vocational Guidance programme.
- To collect and disseminate occupational Information regarding occupations, Scholarship, fellowships and financial assistance available in India and abroad.
- To assist students in securing part-time employment.
- To render Vocational Guidance to students individual and in group by maintaining career Information Room (Library) in the Bureau.
- To give information on competitive examinations conducted by the various public service commission and authorities.
- To arrange coaching classes for various competitive examination such as Civil services examination, Banking service competitive examination etc.

Manipur University Student Union (MUSU)
The Manipur University recognizes a Student Union called Manipur University Students Union (MUSU). The preamble to their constitution is as follows:
Preamble
We the students of Manipur University do hereby declare that we organize ourselves into a democratic students' union entitled as "Manipur University Students' Union" and swear to secure to this union and society at large the multifaceted relevance of education and room for upliftment of social ethics.
Other facilities
Banking and Postal facilities: There is a branch of the State Bank of India and a Post office on the Campus which serves the University community and people at the surrounding areas. The SBI branch is having on-line ATM facility. The post office is also having Speed Postal Service facility.
Audio Visual Language & Phonetics Laboratory: An Audio Visual Language & Phonetics Laboratory was established in 1984 from funds made available by the UGC. The Language Laboratory is one of the components of the Laboratory complex. At present there are 15 booths with feedback facility. The laboratory is used for M.A. courses in Language and certificate course in foreign Languages. It has a recording studio which has been use for recording the lectures delivered by distinguished visiting scholars. There are also a library of records, films and recorded tapes.
Transport Facilities: The buses of the University ply between the Imphal City and the Campus. In addition, there are many regular transport systems linking the campus with other parts of the City and its suburbs.
Special Cell for SC/ST/OBC: This is a special cell which looks after the welfare of the students belonging to the scheduled caste, scheduled tribes and other backward classes. The cell also conducts remedial coaching classes for SC/ST/OBC students.
Vocational Courses: The University has introduced job-oriented vocational courses on Biological techniques and Specimen preparation, Domestic animal farming, Food Science & quality control, Functional English, Industrial Fish and Fisheries, Office Management & Secretarial practices, Tourism and Travel Management etc. in its affiliated colleges.
