The moshav was founded on 4 January 1950 by immigrants from Romania, and was named after Stephen Samuel (Shmuel) Wise.

Kfar Shmuel was built on the ruins of the Palestinian village 'Innaba, which was occupied by Israeli forces on July 10, 1948.
