The Jaipur Metro (Hindi: जयपुर मेट्रो Jaipur Metro) is a rapid transit system under construction in the city of Jaipur, Rajasthan, India. Construction of the first part of the first line, comprising 9.2 km from Mansarovar to Chandpole Bazaar, started on November 13, 2010.[2] The Jaipur Metro Rail system is expected to be India's fourth Metro Rail system after those in Kolkata, Delhi and Bangalore.[3] On 4 July 2013 Rajasthan Chief Minister Ashok Gehlot after review meeting directed officials not to settle for any compromises on the quality of work and safety of people.With this, the metro poject in the pink city will not start running until early 2014.[4] Jaipur Metro Rail Corporation announced to start a “trial run” of Metro train on September 18, 2013.[5] Rajasthan Chief Minister Ashok Gehlot will flag off the train from Mansarovar Metro station.[6] The train will pass through Metro stations of New Atish Market and Vivek Vihar, and would come to a halt at the outer area of Shyam Nagar.[7][8]

History

JMRC is an enormous PSU under GOVT of Rajasthan. It has been recorded fastest to conduct of trial run in India, so far. It was a historic moment for Jaipur on 18 September 2013. The city got its Metro and that too in a record time - two years and nine months. Chief minister Ashok Gehlot flagged off the trial run of Jaipur Metro on approximately 4 km track that is completed. For the trial run, the Metro train started from Mansarovar station, passed through New Aatish Market, Vivek Vihar and Shyam Nagar (outer) and returned to Mansarovar

Background

With the rapid industrialization and commercial development of Jaipur, teamed with a growing population, the transport infrastructure of the city was found to be overburdened. As a result, the government mulled over establishment of Jaipur Metro on the lines of Delhi Metro which had proved to be a great success. Accordingly, the Delhi Metro Rail Corporation

Network

The Jaipur Metro will be built in 2 phases. Phase consists of the Green Line and Phase II consists of the Orange Line. Currently, the Green Line is under construction. The implementation of Stage 1 of the project (Mansarover to Chandpole having the length of about 9.25 km) including the civil works, permanent way, depot and traction and power supply, etc. is being managed by DMRC.[9] The AFC, telecom and Chaupar to Chandpole).[10]

Phase I : Green Line

The First route of Jaipur Metro rail will connect Mansarovar to Badi Chaupar via Civil Lines and Chandpole. In Phase 1, the metro would run from Mansarovar to Chandpole. The construction has already begun and is expected to be completed by March, 2014.[11]

The depot will be at Mansarovar[12]

Phase II  : Orange Line

The Second route of Jaipur Metro rail(North-South Corridor) will connect Sitapura Industrial Area in south to Ambabari in North via Ajmeri Gate and MI Road. The tracks will be elevated till Ajmeri Gate and then will go underground.

Construction issue

Reports suggest that the phase-II work of the Jaipur Metro Rail Project, which is likely to commence may face delay because of issues with land acquisition. The Jaipur Metro appealed at the Rajasthan high court a single judge stay order on acquisition proceedings for Metro yard and depot at Sitapura for Phase-II. Recently, a division bench of the court allowed the appeal. The division bench also made an oral observation that the acquisition proceedings for Metro line work should not be casually interfered by the high court. Nearly 27 hectare land of one Alok Kotawala and others was sought to be acquired for laying a yard and depot of Jaipur Metro at Sitapura area in Sanganer. The land acquisition proceedings were put to challenge by Kotawala and others. On July 25, Justice Alok Sharma passed an interim stay order halting the acquisition proceedings that forced Jaipur Metro to approach the division bench. It was contended by Jaipur Metro that the delay in acquisition will result in irretrievable loss to the project

The foundation stone for the over 9-km-long first phase of Jaipur Metro Rail project was laid Feb 24. During the ceremony held in Mansarovar area of the city earlier this year, Delhi Metro Rail Corporation (DMRC) managing director E. Sreedharan said the first phase with 9.25 km of track will be complete by 2013.

Finances

The East-West corridor of the Metro in Phase 1 is expected to cost Rs 1250 crore.[11][13] The state government would be directly funding Rs 600 crore while the rest would be borne by other wings of state urban development and housing departments.[13] The Phase 2 is expected to cost Rs 7000 crore for which government is mulling over PPP mode.[13]

Operations

A concession for operation and maintenance of the Stage 1 and Stage 2 is to be let on PPP basis.[14]

Rolling Stock

In December 2011 BEML was awarded a Rs 3.18 billion contract to supply 10 four-car trains for Phase 1.[9] The Jaipur Metro plans to lengthen the trains later to 6 coaches as the traffic increases.[15] BEML expects a follow-on order worth Rs600 million. The Jaipur metro rolling stock is same as Delhi metro's standard gauge rolling stock on current voilet line and green lines.[9]

Project updates

  • 45% of work for first phase has been completed as of January 2012. Track from Mansarover to Vivek Vihar station is almost complete till Gurjar Ki Thadi Traffic Junction. Till January Construction of Civil Lines Elevated Road and underground station at Chandpole is 50% complete. Trial runs which were supposed to be commenced from December 2012 will now commence in February–March 2013 due to the delay caused in land acquisition at various sites.
  • Official estimates in January 2013 have placed the expected opening of Phase I-A, running from Mansarovar to Chandpole, to be between July and August 2013. Original goals had been set to complete all of Phase I by 2013, but this was deemed impossible. As a matter of policy, the Rajasthan government is hoping to showcase the first phase of the metro as an achievement before the 2013 Rajasthan Assembly elections.[16] Construction on Phase I-B is expected to commence around the same time.

Controversies

Rajasthan High Court on 10 March 2011 issued show cause notices to state authorities, JMRC, and JDA's land acquisition officer, on petition by some shop owners from Station Road, asking them to justify the Jaipur Metro Project as petitioners alleged no proper survey was done before launch of Metro.[17]

There were some accidents at the Metro project site injuring laborers and passer-by attracting criticism for lack of security measures.[18] In one incident, an 18 feet wall collapsed killing two men. A case was registered against the firm DSC Limited which was involved in construction.[19] There were reports of heightened fears among people that sub-letting of the work by the major contractors could be compromising the safety standards.[20]
