Francisco de Paula Estupiñán Heredia is a Colombian politician who served as the 11th Minister of Agriculture and Rural Development of Colombia.

On 27 May 2013, President Juan Manuel Santos Calderón, announced the designation of Estupiñán as new Minister of Agriculture and Rural Development in replacement of Juan Camilo Restrepo Salazar.[1] He was officially sworn in on 2 June 2013.[2]
