Entel was founded on 22 December 1965 as Company Mixed anonymous official state representation Bolivia, in order to "develop the telecommunications in all its forms and shapes the national territory ". In 1966 he became company decentralized public under the tutelage of the Ministry of Transport, Communications and Civil Aviation.

The Company maintained that legal status until June 1995 when the "process of capitalization of public enterprises" undertaken by the government then turned it into mixed a corporation, for the purpose of incorporating private capital to its stake.

On 27 November 1995, was awarded to TSI - STET International Telecom Italia 50% of the shares of ENTEL and management of the company. Additionally, the Act Telecommunications (Law N ° 1632 of July 5 1995) agreed to ENTEL a monopoly for six years on telephony services and national long distance internationally. Telecom Italia, meanwhile, is committed to an investment plan for a total of 610 billion, and meet the goals of expansion and quality defined by law and by the concession contract.

On May 1, 2008, ENTEL was nationalized by Decree Supremo N ° 29,544. The Bolivian State is now the owner of 97% of the shares of the company.
