Elattoneura cellularis is a species of damselfly in the family Protoneuridae. It is found in Angola, Botswana, the Republic of the Congo, the Democratic Republic of the Congo, Malawi, Mozambique, Namibia, Tanzania, Zambia, and Zimbabwe. Its natural habitat is freshwater lakes.
