Diego Molano Vega (6 October 1967) is the 2nd and current Minister of Information Technologies and Communications of Colombia serving in the Administration of President Juan Manuel Santos since 2010.

He completed his high school studies at the School of Boyacá in Tunja, he graduated as an electronic engineer at the Pontifical Xavierian University, where he also obtained a Masters degree in Economics, in addition he studied a Masters in Business (MBA) at the International Institute for Management Development (IMD), of Lausanne, Switzerland. He has over 24 years of experience in the industry of information and communications technology, ICT, both in the public and private sector.

Molano Vega was director of the Communications Regulation Commission (CRC) of Colombia between 1996 and 2000. His management focused on the liberalization of the sector and consequently there was an increase in competition and private foreign investment in the country.

He has held executive positions in multinationals such as Ascom (company) (Switzerland), BellSouth (USA) and Telefónica (Spain), in which he has been responsible for the operation in areas of corporate relations, regulation and wholesale businesses in 20 countries of the world.

He has served on the boards of major international business organizations like the American Association of Telecommunications Operators (Ahciet), the Mercosur Business Forum-Europe (MEBF), EU Brazil and the Colombian Chamber of Commerce in Spain. He was also founder and president of the Telecommunications Regulators Association of Latin America (Regulatel).

As Minister of ICT he launched on October 28, 2010 the Live Digital Technology Plan that seeks to expand and massify the use of Internet in the country.

Biography

He was born on October 6 of 1967 in Tunja, Boyacá. His parents are the educational Psychologist Mary Vega and the engineer Enrique Molano. He is the eldest of four children and lived in Tunja until is graduated from High School.

Training

He studied his primary School in the Escuela Anexa a la Normal de Varones of Tunja and once he finished high school at theSchool of Boyacá, Tunja, he traveled to Bogota to pursue his studies at the Pontifical Xavierian University where he graduated as an electronics engineer and master in economy.

In 1997, he studied business in Indalde

In 2001 he began a Masters of Business in the International Institute for Management Development(IMD), Lausanne, Switzerland.

Career

He began his career in the private sector and in 1996 he was appointed as Director of the Communications Regulation Commission where he led the liberation of the communications industry and paved the way for competition and private investment in the industry of telecommunications of the country.

Later on he went to manage the areas of corporate relations, wholesale businesses and regulation at multinationals like BellSouth (EE.UU.) and Telefónica (Spain).

On August 6, 2010 President Juan Manuel Santos was appointed as head of the Ministry of Information Technologies and Communications to replace María del Rosario Guerra

On October 28, 2010, three months after his appointment as Minister, he presented with the entire cabinet of President Juan Manuel Santos the Live Digital Technology Plan, which seeks to massif the use of the Internet in order to generate employment and reduce poverty in the country . The Live Digital Technology Plan is one of the first technology plans in the region that encourages the country's digital ecosystem in order to stimulate the supply and demand at the same time.

During his Ministry he initiated the National Fiber Optic Orjoect whixh seeks to connect with this technology 1078 municipalities and policies have been established for the allocation of spectrum to expand the coverage and allow the basification of technology such as 4G.

Also, the TAX for Internet has been eliminated in strata 1 and 2 has been eliminated, and subsidies have been granted for internet service in the lower strata, tariffs on terminals were eliminated and tax was reduced for the software. In terms of digital content, for the first time I the country a policy was launched that seeks to consolidate Colombia as a regional producer in this area.
