Dibër County (Albanian: Qarku i Dibrës) is one of the 12 counties of Albania. It consists of the districts Bulqizë, Dibër, and Mat and its capital is Peshkopi.

Dibër is known for its resistance against the Turks.[citation needed] Historical Dibër included parts of Albania and Macedonia. This division is a result of a claim by the former Yugoslavia on what is now the Macedonian half of Dibër in a 1913 international conference in London.[citation needed] and creation of modern state of Albania by western powers.

Dibër has been the battlefield of Turkish and other Balkan wars for centuries. Its river, Drini i Zi (Albanian: Black River), was colored red with blood several times[citation needed], which is a possible etymology for the name. Dibër has several interesting places to visit, such as the seven lakes of Lura and the Drin valley. It is the location of the town of Kastriot, traditionally thought to be the birthplace of the Albanian national hero George Kastrioti Skanderbeg and the great man Hasan Moglica.
