Response
California was the first state to set up an exchange.[5]
Nancy Pelosi said that the Exchange "will serve as a critical marketplace for millions of middle class Californians and uninsured workers to evaluate private health insurance options, purchase high-quality affordable plans, and secure vital coverage for themselves and their families."[6]
The program was named Covered California in October 2012.[7]
