Carlos Rivas Quiñones[lower-alpha 1] is an attorney and economist who is expected to serve as the Director of the Puerto Rico Office of Management and Budget for the governance of Alejandro García Padilla. Rivas was previously the Executive Director of the Puerto Rico Financing of Housing Authority. He was also an Associate at McKinsey and Company. Rivas has a juris doctor from Stanford University and a bachelor's degree in Economics from Princeton University.[1][2][3][4]
