13978 Hiwasa (provisional designation: 1992 JQ) is a main-belt minor planet. It was discovered by Tsutomu Seki at Geisei Observatory in Kōchi, Kōchi Prefecture, Japan, on May 4, 1992. It is named after the former town of Hiwasa (now part of Minami) in Tokushima Prefecture, Japan.
